Stormwater is generated as a result of precipitation, melting snowfall, and runoff from over-watering. In general, there are two types of pollution that can enter a waterway: non-point source pollution and point source pollution. EPA classifies stormwater running off of impervious surfaces, such as parking lots, roads, and buildings as point-source pollution.
Permitting
EPA has proposed eight Phase II municipal stormwater permits for the following entities within Idaho: City of Middleton, City of Caldwell, City of Nampa, Canyon Highway District, Nampa Highway District, Notus Parma Highway District, Ada County Highway District and Idaho Transportation Department #3.
The public comment period for each permit ends on September 19, 2008. Two public meetings have been scheduled to discuss these proposed permits and accept public comment. Each meeting will begin at 6:00 pm.

EPA issues the 2008 Construction General Permit (CGP)
EPA has issued the final 2008 Construction General Permit (CGP) that covers discharges of stormwater from certain construction sites. Because EPA is in the process of developing a national regulation (called an Effluent Limitations Guideline) for the construction and development industry, this permit contains similar terms and conditions as the 2003 CGP and has been issued for a two-year time period. The new permit applies only to “new” construction sites (e.g. those that have started construction on or after June 30, 2008 or those that started previously, but did not obtain permit coverage under the 2003 CGP).
