Summary
EPA is proposing to issue an individual permit for the Solo Point Wastewater Treatment Plant located at Fort Lewis in the State of Washington.
The public comment period has been extended to November 12, 2009.

Tentative Determination
EPA Region 10 has tentatively determined to issue the permit.
State Certification
The Washington Department of Ecology (Ecology) provided input in the preparation of this permit. Before the permit is finalized, Ecology will have the opportunity to certify the NPDES permit. As a condition of final certification under provisions of Section 401 of the CWA, 33 U.S.C. § 1341, Ecology may require that the proposed permit include more stringent limitations or monitoring requirements needed to comply with the CWA or State law. EPA is required to include any such limitation or requirement in the final permit.

Public Comments
On the permit: Persons wishing to comment on the tentative determinations contained in the proposed permit may do so in writing, within 45 days of the date of this public notice.
Comments must be received by November 12, 2009. All comments should include the name, address, and telephone number of the commenter, a concise statement of any comment, and the relevant facts upon which it is based. All written comments and requests should be submitted to EPA to the attention of the Director, Office of Water and Watersheds, 1200 Sixth Avenue, Suite 900, OWW-130, Seattle, WA 98101-3140. Comments may also be submitted via email to lane.tonya@epa.gov.

Comments to Ecology: Persons wishing to comment on EPA’s request for certification of the permit under Section 401 of the CWA must submit written comments by November 12, 2009 by e-mail to Mr. Greg Zenter at gzen461@ecy.wa.gov.

Public Hearing
Written comments receive as much consideration as oral comments at a public hearing. Persons wishing to request a public hearing should submit their written request by November 9, 2009 stating the nature of the issues to be raised as well as the requester’s name, address and telephone number to Tonya Lane at the address above. If a public hearing is scheduled, notice will be published in the Federal Register, will be posted on the Region 10 web site, and will be e-mailed to all interested persons receiving notice of availability of the draft permit.
