Background

The City of Kamiah is planning to operate the new water treatment plant as described above, that treats water from the Clearwater River for the production of drinking water. The water treatment plant is designed to produce 0.8 million gallons per day (mgd) of drinking water, and the plant has a discharge flow rate of 0.0489 mgd. This conventional water filtration plant discharges treated wastewater consisting primarily of filter backwash and clarifier rinses to the Clearwater River. This facility is located within the Nez Perce Reservation.

Tentative Determination

We have tentatively determined to reissue the discharge permit to the above listed applicant.

Certification

EPA is tentatively proposing to certify the NPDES permit for the Nez Perce Tribe, under Section 401 of the Clean Water Act.

Persons wanting to comment on the draft permit or request that a public hearing be held, may do so in writing to EPA Region 10, Office of Water and Watersheds OWW-130, 1200 Sixth Avenue, Suite 900, Seattle, WA 98101 or via email to shum.kai@epa.gov by November 13, 2012. A request for a public hearing should name the issues raised as well as the requester's name, address and telephone number. All comments should include the name, address and telephone number of the commenter and a concise statement of the exact basis of any comment and the relevant facts upon which it is based.
