EPA is proposing to reissue an NPDES General Permit to cover Oil and Gas Exploration Facilities in the Federal Waters of Cook Inlet. The permit will authorize certain discharges of pollutants into Cook Inlet from oil and gas exploration facilities subject to limits and requirements designed to minimize pollution and protect water quality. This general permit replaces the exploration component in federal waters of AKG-31-5000 which expired on July 2, 2012. The State of Alaska, Department of Environmental Conservation (DEC) is concurrently proposing AKG-31-5100 to replace the exploration component in state waters.

Tentative Determination

We have tentatively determined to issue the NPDES general discharge permit.

Public Comments and Hearings

Persons wishing to comment on the tentative determinations contained in the draft permit may do so in writing within 60 days of the date of this public notice.

EPA will consider all substantive comments before issuing a final general permit. Those wishing to comment on the draft permit may do so in writing by the public notice expiration date. Please submit comments to USEPA-Region 10, 1200 Sixth Avenue, Suite 900, OWW-130, Seattle, WA 98101. Joint Public Hearings will be held with DEC the week of April 29, 2013.
