EPA Region 10 Final Policy on the Use of Institutional Controls at Federal Facilities
ABSTRACT
This memorandum establishes an EPA Region 10 policy on measures to be taken to ensure the short and long-term effectiveness of institutional controls being relied upon to protect human health and the environment at federal facility sites undergoing remedial action pursuant to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and/or corrective action pursuant to the Resource Conservation and Recovery Act (RCRA). This policy is needed to ensure that RCRA and CERCLA decisions signed by EPA are protective and remain so in the future.
