EPA develops and interprets wetlands policy, guidance and environmental criteria used in evaluating the permit applications, while the U.S. Army Corps of Engineers administers the wetlands permit program. EPA reviews and comments on individual permit applications and has the authority to elevate or deny applications for fill. Both the U.S. Army Corps of Engineers and EPA have roles and responsibilities in enforcement (PDF) (2 pp. 687K).

Do I Need a Permit?

To determine if an activity you are planning near a wetland requires a permit, contact the U.S. Army Corps of Engineers office responsible for your state.
Alaska - Alaska District Office
Idaho - Walla Walla District Office
Oregon - Portland District Office
Washington - Seattle District Office

Mitigation

Once avoidance and minimization criteria are met, mitigation is used to offset legal wetland filling.
