BRIEF PARTIAL DELETION NARRATIVE:
This proposal for partial deletion pertains only to portions of Operable Unit (OU) 1 - Commencement Bay Nearshore/Tideflats Sediments, and Operable Unit (OU) 5 - Commencement Bay Nearshore/Tideflats Sources. Specifically, it pertains to the sediments contained in and upland properties draining only to the St. Paul or Blair Waterways, and to four properties which were transferred to the Puyallup Tribe of Indians under the Puyallup Land Settlement Act of 1989 ("Puyallup Land Settlement Properties"). The four Puyallup Land Settlement Properties proposed for deletion are the: Taylor Way Property, the East-West Road Property, the Blair Waterway Property, and the portion of the Blair Backup Property that drains only to the Blair Waterway.
The surface water and groundwater flow pathways for the Blair Backup Property are described in Section 2 of the report "Analysis of Alternatives, Blair Backup Property, Port of Tacoma, Tacoma, Washington", prepared by Hart Crowser for the Port of Tacoma, dated November 19, 1992. As shown on Figure 2-3 of that report, the generalized surface water and groundwater flow direction from the northeastern portion of the property is towards Hylebos Waterway. The generalized surface water and groundwater flow direction from the southwestern portion of the property is towards Blair Waterway. An approximate location of the groundwater divide at the property is shown on Figure 2-3. As stated in the text on Page 2-4, groundwater flow rates are very low and variations in these flow directions occur locally and with seasonal changes. For the purposes of the NOID, a conservative estimate of the groundwater divide (i.e., the approximate location of the divide was moved south to the most narrow portion of the property) has been used to identify that southwestern portion of the Blair Backup Property that will be delisted.
The St. Paul Waterway area identified for delisting represents the area of sediment characterization conducted as part of the St. Paul Waterway Remedial Action and Habitat Restoration Project. Sediment characterization occurred up to and beyond the boundary identified on the accompanying map.
The following digital spatial data sets were used for delineation: Real property parcel boundaries and streets, obtained from the City of Tacoma, in ARC/INFO format, digitized from original paper maps; St. Paul Waterway shoreline, topography, project boundaries, and physical plant, in AutoCAD format, obtained from the Simpson Tacoma Kraft Company; Commencement Bay Shoreline data set, originally digitized by the EPA Las Vegas Laboratory from NOAA charts into ARC/INFO format. Portions of these data layers were extracted and combined to create the data set containing the boundaries of the areas proposed for delisting.

5. What method was used to identify the NPL site and deleted portion coordinates? NPL site coordinates were derived from information contained in the Record of Decision. The coordinates of deleted portions of the site were derived from existing digital parcel data and street data provided by the City of Tacoma, digital map data provided by Simpson Tacoma Kraft Company, and digital shoreline data digitized from NOAA nautical charts. Data extraction and manipulation was performed using ARC/INFO Geographic Information Systems software.
