EPA seeks public comments on an Engineering Evaluation/Cost Analysis (also called EE/CA) for the Sumas Mountain Asbestos Site (formerly called Swift Creek).

A landslide on Sumas Mountain caused material that contains asbestos to erode into Swift Creek. Exposure to airborne asbestos fibers may lead to long-term health effects. The EE/CA assesses potential cleanup activities to reduce risks to people and the environment, presents alternatives being considered to clean up the site and describes a recommended plan to address contamination from the site.

The EE/CA is consistent with a recent Whatcom County Environmental Impact Statement (EIS) for the site. Both documents describe potential actions to reduce health risks posed by the asbestos and metals in material from the slide. The County, EPA and the Washington Department of Ecology are developing an agreement to implement all or some of the actions. Any actions EPA would undertake must fall within CERCLA removal authorities and will be subject to available resources.

Unless extended by EPA, the comment period will start on August 1 and will end September 1, 2013. When preparing its decision regarding elements of the cleanup the EPA has authority to implement, the EPA will consider all comments submitted. The decision will be set forth in an Action Memorandum. A written response to all substantive comments will be included as an attachment to the Action Memorandum.
