Doug ButeynAlaska Department of Environmental ConservationDoug Buteyn works for the Alaska Department of Environmental Conservation, Solid Waste Program in Fairbanks.

Although currently serving as the interim Program Manager for the Solid Waste and Pesticides programs, he serves primarily as the Solid Waste Program Coordinator for the northern and southeastern regions of the state. In that role, Mr. Buteyn supervises program staff in the Fairbanks and Juneau offices and is responsible for the regulatory oversight of solid waste activities throughout northern Alaska and the southeastern panhandle.

Mr. Buteyn is also one of approximately 100 Alaskans serving on various advisory and technical committees tasked with providing recommendations for building Alaska’s Climate Change Strategy.

Kurt Maurer is ADEQ Director Steve Owen’s lead staff person working on climate change issues. He was responsible for coordinating Arizona’s Climate Change Advisory Group process in 2005 and 2006, and continues as the Director’s point person for coordinating activities to implement the recommendations of Arizona’s Climate Change Action Plan.

In addition to the climate change work, Kurt is the Department of Environmental Quality’s coordinator for Homeland Security and continuity of government operations. He is a 1985 graduate of the University of Notre Dame and earned a master’s degree in Journalism from Ohio State in 1986. He has been an Arizona resident and employee of ADEQ since 2000.
Richard VerenchikCalifornia Air Resources BoardRich Varenchik graduated from Humboldt State University in 1968 with a bachelor’s degree in history. He then spent 17 years as a newspaper reporter, photographer and magazine writer.

He left journalism and worked for the California State Legislature from 1987 to 1989 and then moved to a public outreach position with the California Department of Toxic Substances Control.

He began work at the California Air Resources Board in 1996 and has worked in the ARB’s Communications Office and Heavy Duty Diesel Branch. In late 2006 he became the second full-time employee working in the ARB’s new Office of Climate Change. He handles most of the Air Resources Board’s Climate Change outreach in Southern California.
Brenda K. SmythCalifornia Integrated Waste Management Board

Ms. Smyth is currently a Division Chief for the California Integrated Waste Management Board in charge of the Statewide Technical & Analytical Resources Division that works on projects related to organics, green building, conversion technologies, climate change, extended producer responsibility, tires, and special wastes. The Division also manages the Board’s databases and web sites. Ms. Smyth is a graduate from the Colorado School of Mines with a degree in Chemical Engineering and has 24 years of experience in both the public and private sectors.

Prior to working for the State of California, Ms. Smyth worked in the private sector and has 15 years of business experience as a public relations manager, operations manager, engineering manager, process engineer, and environmental consultant.
Clark WilliamsCalifornia Integrated Waste Management BoardClark Williams manages the Climate Change and Technology Section at the California Integrated Waste Management Board.

Clark coordinates and assists in the development of solid waste management and recycling measures that have the potential to reduce green house gas emissions in support of California Global Warming Solutions Act of 2006. Clark oversees the management of a portfolio of research and demonstration projects that include the: Life cycle assessment of organics diversion alternatives and economic analysis of greenhouse gas reduction options, Landfill-based anaerobic digestion compost pilot project, Technical evaluation of advanced anaerobic digestion, and Research and demonstration project for bioenergy and biofuels production from post-MRF residuals.

Ms. Young is a waste management engineer for the Waste Compliance and Mitigation Program of the California Integrated Waste Management Board (CIWMB).

Ms. Young has 14 years of experience in the solid waste management field and is currently responsible for facilitating the Climate Action Team’s Recycling & Waste Management Subgroup; managing projects under the CIWMB’s Climate Change Landfill Methane Capture Strategy; and providing technical engineering assistance to both internal programs and external agencies such as the Air Resources Board, California Energy Commission, and the California Climate Action Registry.

Prior to working for the CIWMB, Ms. Young has worked for Norcal Waste Systems, Inc., Regional Water Quality Control Board, SCS Engineers, and the City of Sunnyvale. Her experience includes managing engineering and construction projects; planning and development of landfills; environmental compliance design, implementation, and enforcement; and regulation development. Ms. Young holds an undergraduate degree in Environmental Engineering from California Polytechnic State University, San Luis Obispo with a minor in Packaging.

Gary Liss has worked on more Zero Waste community plans than any other individual in the United States. He has over 35 years of experience in the solid waste and recycling field, was a founder and past President of the National Recycling Coalition and was Solid Waste Manager for the City of San Jose, CA. In San Jose, Mr. Liss developed their recycling programs into national models, which are currently diverting 62% of the overall waste stream. Mr. Liss has documented Zero Waste Businesses, developed Zero Waste Business Principles, helped the Salt Lake Olympics and the World Summit on Sustainable Development in Johannesburg achieve Zero Waste, and helped organize Zero In on Zero Waste business conferences. He helped write Zero Waste Plans for: Del Norte County, CA; Nelson, British Columbia; Palo Alto, CA; and Oakland, CA (PDF) (About PDF) ; and is now working on drafting Zero Waste Plans for the Cities of Los Angeles, Burbank and San Jose in CA, the Town of Telluride, CO, the City of Albuquerque, NM and the City of Austin, Texas. He is also working to help the Central Vermont Solid Waste Management District implement their Zero Waste Plan.

Mr. Liss is on the Planning Group for the Zero Waste International Alliance and is on the Sierra Club national Zero Waste Committee. He is also one of the founders of the Zero Waste for Global Cooling Coalition. In 2005, the Zero Emissions Research & Initiatives certified Mr. Liss as a ZERI Systems Designer. Also in 2005, Mr. Liss was recognized for his leadership by being selected as the Californian Resource Recovery Association (CRRA) Recycler of the Year. He has a Masters in Public Administration from Rutgers University and a Bachelor of Science in Civil Engineering (environmental major) from Tufts University.
Steven Y. Chang Hawaii Department of HealthSteven Chang has been with the Hawaii Department of Health since 1981. In 1993 he became the Progran Manager for the Solid and Hazardous Waste Branch. He is responsible for the RCRA subtitle C, D, and I programs in Hawaii and recycling programs including the Hawaii "Bottle Bill." Mr. Chang is a Civil engineering graduate from Purdue University and the University of Hawaii.
Joanna PierceIdaho Department of Environmental Quality Joanna Pierce works for the Idaho Department of Environmental Quality, Environmental Outreach and Assistance Program in Boise as the Pollution Prevention Specialist. She works primarily with businesses and industry providing pollution prevention technical assistance to help facilities identify source reduction opportunities. She also played a key role in the development of Idaho DEQ's greenhouse gas inventory and action plan, and provided technical assistance to Idaho's Greenhouse Gas Working Group.

Debra KaufmanStopWaste.orgDebra Kaufman is a Senior Program Manager at StopWaste.org. She started in the field of solid waste management and recycling 20 years ago for the San Francisco Recycling Program. She has worked both as a consultant on recycling issues and in the public sector. She managed the City of Berkeley Recycling Program for 7 years and now works at StopWaste on a variety of issues, including environmental purchasing, franchise assistance, policy development, commercial organics program development, and climate change.
Sally BrownUniversity of Washington, College of Forest ResourcesSally Brown is a research associate professor at the University of Washington, College of Forest Resources. She has a MS and PhD from University of MD under Dr. Rufus Chaney. She is also a member of the National Academy of Science Standing Committee on Soil Science, on the CCX committee to develop a protocol for CH4 avoidance from landfill diversion, and has a monthly column in Biocycle on GHG.
Jay ShepardWashington State Department of EcologyJay Shepard has worked in public service for over 28years, 25 years with the Washington State Department of Ecology. He has had a broad experience with Ecology working in Solid Waste, Shorelands Management and Water Quality. Jay led the development of the state’s first recycling rate survey and solid waste composition studies in the early 1980’s. The model, the longest standing measurement tool used by the agency for performance indicators, has been replicated extensively throughout the country. Data from these studies supported landmark reform in the state’s solid waste management laws in 1988 and 1989, bringing recycling and waste reduction into the mainstream of solid waste management in the state. Jay provided staff support to the legislative process that developed the waste not-Washington Act of 1989. He served as the first supervisor of the Office of Waste Reduction and helped start up of the agency’s pollution prevention activities. Jay served on the Washington State Recycling Association board of directors, being the first public employee ever elected to that board. He has managed the department’s Shorelands and Coastal Zone Management Program. He represented the department on the Governor's Rural Community Assistance Team and the Washington Community Economic Revitalization Team as Ecology's Small Community Assistance Project Director. He currently serves as Sustainability Policy Advisor in support of many of the agency’s initiatives. He has served on the National Product Stewardship Institute’s Steering Council as a charter member, participated in the National Electronics Product Stewardship Initiative and chaired the Association of State and Territorial Solid Waste Management Officials Product Stewardship Task Force and ASTSWMO’s new Sustainability Task Force. He has written Ecology’s sustainability plan in response to Governor’s Executive Order 02-03 and has provided guidance to state government as a member of the State Agency Sustainability Steering Committee. He also served on the technical team supporting the Governor’s Washington Sustainability Panel.

He managed a study that recommended the electronic products recycling program for the state writing the framework language that was the basis for the law that was adopted into legislation last year. He managed the development of the regulations for the new law.

He is now working on climate change and greenhouse gas reduction as it relates to solid waste.

Lisa SkumatzSkumatz Economic Research Associates, Inc.Lisa Skumatz is a “hands-on” economist with the research and consulting firm Skumatz Economic Research Associates, Inc. (www.serainc.com). For more than 15 years, Lisa has helped communities across the US analyze practical economic and policy issues in solid waste. Her work concentrates on integrated planning, program evaluation, benchmarking, cost-effectiveness and rates for the variety of solid waste programs. She has published extensively, and is best known for her pioneering work in incentive-based rates (Pay as you Throw and “Garbage by the Pound”) and for her detailed analyses of single stream recycling, source reduction, education programs, and commercial diversion options.

Lisa has a strong “numbers” orientation – focusing on “what do real-world, operating programs tell us”. She maintains a database of recycling in more than 1,300 communities across North America, and has analyzed programmatic features that increase diversion and cost-effectiveness in different situations.

She has received numerous awards, including SWANA’s Distinguished Service Lifetime Achievement Award (2007), “Recycler of the Year – Lifetime Achievement” (2001) from the National Recycling Coalition, and a similar award from the Colorado Association for Recycling (CAFR, 2007). She served as a board member of NRC for 10 years and a member of SWANA and numerous other state and regional recycling associations. She was recently re-elected to the CAFR Board.

She and SERA have worked with communities (large and small), counties, states, non-profits, and others across North America and internationally. SERA, established in 1990, has offices in Boulder and Seattle.

Jeffrey Morris, Ph. DUniversity of California - BerkeleyJeffrey Morris is a Ph.D. economist from the University of California – Berkeley. He has been on the faculties in economics at the Universities of Washington and Colorado, and as visiting faculty will team teach a course on ecological and social sustainability this coming academic year at The Evergreen State College. Jeff currently is a principal in Sound Resource Management, an economic and environmental research and consulting firm in Olympia, WA.

Jeff has published in the peer-reviewed journals, including The Review of Economics and Statistics, The Journal of Resource Management and Technology, Structural Change and Economic Dynamics, the International Journal of Life Cycle Analysis, and The Journal of Hazardous Materials. He has conducted economic and environmental cost-benefit studies of waste management systems for clients across North America, including the WA Department of Ecology, MA Executive Office of Environmental Affairs and Department of Environmental Protection, Seattle Public Utilities, New York City, San Francisco, and Halifax (Nova Scotia).

Jeff recently developed a spreadsheet model for estimating the monetary value of environmental benefits from recycling and composting, which has been used by communities in Canada and the US. He also recently led a national team of economists and life cycle experts in developing the Consumer Environmental Index (CEI), a tool for tracking the impacts of consumer purchases, use and disposal of goods and services on global warming, human health and ecosystems toxicity.

Evan EdgarEdgar & Associates, Inc.Evan W.R. Edgar has more than twenty years of experience in all aspects of solid waste management as a registered civil engineer. Mr. Edgar is the Principal of Edgar & Associates, Inc., a firm based in Sacramento and established in 1997, specializing in solid waste management, recycling, composting, and renewable energy issues. Prior to 1997, Mr. Edgar was the Director of Regulatory Affairs and Manager of Technical Services for the California Refuse Removal Council (CRRC). CRRC is a statewide non-profit trade association representing the interests of over 100 solid waste management companies involved with all aspects of services including collection, hauling, processing, recycling, composting, and landfilling.

Mr. Edgar has advocated on behalf of the CRRC member companies for practical regulations in front of legislative committees, regulatory agencies, and local commissions involving the collection, hauling, processing, and composting of urban green and yard wastes. Mr. Edgar has advised over 50 of the CRRC member companies on urban green and yard waste project development issues including technical feasibility, collection options, land use compatibility, site design, operations, grant and loan funding, tipping fee pricing, and market development issues.

Mr. Edgar was co-founder of the California Compost Quality Council and the California Compost Coalition, a statewide compost market development project and Lobbying Coalition, respectively. Mr. Edgar is a requested speaker on all solid waste management and recycling issues at statewide and regional conventions held by BioCycle, SWANA, CRRA, and NRCA.

Prior to joining CRRC in 1993, Mr. Edgar was a Civil Engineer for six years in Kern County and Yolo County. In Kern County, Mr. Edgar was in charge of operating 14 landfills and 5 transfer stations which managed over 1,000,000 tons per year while developing innovating programs such as the use of processed green waste as an alternative daily cover. Mr. Edgar has also permitted a new regional landfill, which ended up in court where he served as the expert witness.

Joshuah Stolaroff, Ph.DOffice of Resource Conservation and Recovery (ORCR) and Emergency Response (EPA)Josh is currently a Science and Technology Policy Fellow for the American Association for the Advancement of Sciences, working in EPA's Office of Resource Conservation and Recovery (ORCR) and Emergency Response (OSWER).

He works on climate change issues as they relate to materials management and land management, the primary domains of OSWER. Prior to selection as a AAAS Fellow, Josh was a postdoctoral research fellow in the Climate Decision Making Center at Carnegie Mellon University, where his research included climate and energy policy and development of technology to capture atmospheric CO2.

He holds a dual PhD in Civil & Environmental Engineering and Engineering & Public Policy from Carnegie Mellon University and a BS in Environmental Engineering Science from the University of California, Berkeley.

Jennifer BradyU.S. Environmental Protection AgencyJennifer Brady works in OSWER's Office of Resource Conservation and Recovery (formerly known as the Office of Solid Waste). Jennifer specializes in the measurement of waste generation and waste management. A large part of her work focuses on the estimation of greenhouse gas and energy benefits from recycling and composting. She also spends time helping states, localities and businesses properly use the Waste Reduction Model.
John C. DavisMojave Desert and Mountain Recycling AuthorityJohn C. Davis has 25 years of municipal consulting services to over 50 California public agencies, following ten years of city management and county administration agency experience. His work now includes municipal recycling and solid waste franchise support, including bid and negotiated procurement; management of diversion programs and facilities; market development activities; landfill agreement negotiations, rate and financing analysis.

Since 1991, John Davis has administered the Mojave Desert and Mountain Recycling Authority, a nine-member joint powers authority. Past-President of the California Resource Recovery Association, John Davis continues as a Senior Board Advisor and Chair of the 2009 state recycling conference. He received CRRA’s 2007 Rick Best Award for lifetime environmental advocacy.

He also is Past-President of the California Association of Recycling Market Development Zones; and serves regularly on California Integrated Waste Management Board working groups. He has a Masters of Urban and Regional Planning degree.
