Based on a request from the Rhode Island Department of Environmental Management (DEM) to investigate and undertake a removal action at the Plantation Heat Treatment Site (the “Site”), the EPA initiated a removal program Preliminary Assessment/Site Investigation (PA/SI). The Plantation Heat Treatment Corporation had gone out of business and abandoned their facility with hazardous waste and materials remaining on-site. The facility was operated as a black oxide metal coating facility. The wastes and materials abandoned onsite included, but were not limited to:


• Solvents
• Acids
• Bases

On July 6, 2004, EPA visited the Site with its technical assistance contractor and observed a total of 58 drums in the facility. Several drums were labeled hazardous waste and were located inside a designated hazardous waste collection area. Other drums, vats, and small containers containing liquids and solids were located in the main facility. Two compressed gas cylinders were located outside the building in a fenced area. A sign on the fence identified the gas as methanol.

Tests performed on samples collected during the PA/SI indicate the presence of Trichloroethylene (280,000 ppm), Acid (pH=0.89) and Bases (pH13.2). The Site closure memo was signed by Steven Novick on August 24, 2004, and the Action Memorandum was signed the Regional Administrator on October 27, 2004.
