Description
The former Sudbury Laboratory facilities property (property) occupied an approximately 5.2-acre parcel of land located at 572 Dutton Road in Sudbury, Middlesex County, Massachusetts. In 1984, the original parcel was divided into a 3.1-acre parcel located to the southeast at 556 Dutton Road and a 2.1-acre parcel located to the northwest at 558 Dutton Road. The original 5.2-acre property (comprising the two parcels) is located in a rural residential area and is bordered to the north and west by Dutton Road, to the east by residential lots located in the Atkinson Farms development, and to the south by Hop Brook. A barn and a residence are located on the northwestern parcel; and the unnamed pond, woodlands, and wetland flora are located on the southeastern parcel.
Sudbury Laboratory Facilities operated at the property from 1932 to 1982. The facility footprint occupied portions of both the northwestern and southeastern parcels. Operations at the property included the manufacture and analysis of soil test kits, the manufacture and packaging of pesticides, and the production of boat care products, including antifreeze and cleaning agents. Wastes generated by these activities included solvents, pesticide residues, and degreasers. Laboratory wastes were reportedly disposed of in the pond prior to 1977, and in the septic system as of 1978. It is unclear what operations, if any, were conducted at the property between 1982 and 1988. Since 1988, the southeastern parcel has reportedly remained vacant and unused. The Massachusetts Department of Environmental Quality Engineering (MA DEQE) began investigating the property in 1982 in response to complaints received by the Sudbury Board of Health involving odors and discoloration of the pond located on the property. Environmental investigations at the property have included the collection of two aqueous samples from the pond and an aqueous sample from a test pit excavated near the facility septic system by MA DEQE in 1983; a follow-up investigation by MA DEQE in February 1984; a Preliminary Assessment performed by MA DEQE in 1984; a 21E site evaluation conducted by Carr Research Laboratory (CRL) in 1986; a Screening Site Inspection, completed in 1990; a Site Inspection Prioritization completed by the Massachusetts Department of Environmental Protection (MA DEP, formerly MA DEQE) in 1992; and a Site Assessment Report and Response Action Outcome Statement completed by GeoHydroCycle, Inc. in June 1997.
The depth to groundwater at the property ranges from approximately 7 to14 feet (ft) below ground surface (bgs), and the depth to bedrock is approximately 35 feet bgs. The direction of groundwater flow is unknown. An estimated 30,464 people are served by public and private drinking water supply wells locate within 4-radial miles of the property. The nearest public well is a Sudbury Water Department well located 0.45 miles west of the property. The location of the nearest private well is unknown. As part of the 1986 21E site evaluation, CRL installed three monitoring wells on the property. Analyses of groundwater samples collected from the monitoring wells have indicated the presence of volatile organic compounds (VOCs) including toluene; acetone; 1,1-dichloroethane; 1,2-dichlorobenzene; 1,1,1-trichloroethane; and chlorobenzene. Based on these results, potential impacts to nearby groundwater drinking water sources are unknown.
Stormwater run-off from the property is expected to flow to the unnamed pond and to the southeast toward Hop Brook via a drainage channel and concrete culvert. The unnamed pond has no apparent outlet. Hop Brook flows approximately 3 miles to Wash Brook, which flows approximately 3 miles to the Sudbury River. Sensitive environments in the vicinity of the property include wetlands and a Clean Water Act-protected water body. Hop Brook, Wash Brook, and the Sudbury River are all used for recreational fishing and boating. Orange-colored flocculent and iridescent sheens on the surface of stagnant water in the drainage channel were observed during on-site investigations in 1990. Analyses of aqueous and sediment samples collected from the pond and test pits in the vicinity of the pond have indicated the presence of VOCs. Based on these results, the unnamed pond has been impacted. Potential impacts to other downstream fisheries or sensitive environments are unknown.
One residence is located on the property. No workers or terrestrial sensitive environments are located on the property. Access to the property is unrestricted. An estimated 1,350 people reside within 1-radial mile of the property. The nearest residence is located 2,000 ft from the property. No schools or day-care facilities are located within 200 ft of the property. Soil samples collected from the property have indicated the presence of VOCs including acetone, chlorobenzene, methyl ethyl ketone, benzene, and toluene. Potential impacts to residential populations are unknown.
An estimated population of 21,265 resides within 4-radial miles of the property. No known laboratory qualitative air sampling has been conducted at the property to date. No impacts to residential populations or sensitive environments via a release to ambient air are known or suspected.
The Sudbury Laboratory Facilities (Former) property is currently in Phase I of the five phase Massachusetts Contingency Plan. MA DEP assigned the property a status of Response Action Outcome (RAO), indicating that a level of no significant risk has been achieved or that all substantial hazards were eliminated.
