The Miltonia Management, Inc. (Greene Tannery) (MMI) property is located on Water Street in the Village of Milton Mills in Milton, Strafford County, New Hampshire (NH) and on Foxes Ridge Road in Acton, York County, Maine (ME). The 4.7-acre NH portion of the property (NH parcel) is currently owned by MMI; the 7.8-acre ME portion of the property (ME parcel) is currently owned by the Town of Acton. The Salmon Falls River, which forms the State boundary between NH and ME, flows through the MMI property and separates the NH parcel from the ME parcel. The NH parcel is bordered by residential properties to the north and east, by the Salmon Falls River to the south, and by Millers Brook to the west. The ME parcel is bordered by residential properties to the south and east, and by the Salmon Falls River to the north and west.
From the mid-1800s to 1954, a woolen mill operated on the MMI property. From 1954 to 1978, Greene Tannery operated on the property; the property has been inactive since 1978. The tannery originally occupied eight multi-floor mill buildings, which were demolished in 1993 due to structural instability. Foundations of these former mill buildings remain on the NH parcel. While the tannery was in operation from 1954 to 1978, four interconnected lagoons located on the ME parcel and one lagoon located on the NH parcel received wastewaters from the tannery that included solids from a leather buffing process, which produced wastes known to contain chromium. During periods of heavy rain, the contents of the lagoons were known to spill over into the Salmon Falls River.
Several piles of waste animal hides were located throughout the property. Analytical results of animal hide samples collected in 1990 have indicated the presence of metals, including barium, chromium, lead, and mercury. In 1993, an Emergency Removal Action was conducted by the U.S. Environmental Protection Agency (EPA), during which approximately 273,375 cubic feet of waste animal hides were excavated from the property and deposited in an on-site landfill. The landfill was created on the southern portion of the ME parcel, and was covered with a polyethylene liner and capped with clean soil. Other EPA investigations conducted to date include a Preliminary Assessment (PA) of the ME portion of the property in January 1990 and of the NH portion of the property in June 1990, and a Site Inspection (SI) for the entire property in April 2000.
The depth to groundwater throughout the MMI property is approximately 7 to 10 feet below ground surface, and groundwater likely flows toward the Salmon Falls River. Approximately 3,303 people utilize groundwater drinking water supply sources within 4-radial miles of the MMI property. The nearest public drinking water supply well is located 3.75 miles north of the MMI property; the nearest private drinking water supply well is located 30 feet north of the MMI property. Analytical results of groundwater samples collected between 1985 and 1999 from monitoring wells installed on the NH parcel have indicated the presence of volatile organic compounds (VOCs) and metals that are at least partially attributable to the MMI property. Analytical results of drinking water samples collected between 1989 and 1999 from nearby residential drinking water supply wells have indicated the presence of VOCs and metals that are at least partially attributable to the MMI property. Based on these results, impacts to nearby residential drinking water supplies have been documented. To date, actions taken to address the release to groundwater include the removal of the tannery buildings and associated wastes, the landfilling of excavated waste hides, and the temporary use of bottled water by nearby residents.
The majority of stormwater runoff from the MMI property flows into the Salmon Falls River via overland flow on the NH parcel of the property, and via overflow of two of the lagoons through culverts on the ME parcel. From the MMI property, the Salmon Falls River flows through three water bodies (i.e., Northeast Pond, Milton Pond, and Spaulding Pond) prior to reaching the 15-mile downstream terminus. A water body protected by the Clean Water Act (CWA), 6.9 miles of wetland frontage, and a fishery exist along these surface water bodies within 15-downstream miles of the MMI property. Analytical results of surface water and sediment samples collected from the lagoons between 1990 and 1999 have indicated the presence of VOCs, semivolatile organic compounds (SVOCs), and metals that are at least partially attributable to the MMI property. Analytical results of surface water and sediment samples collected from the Salmon Falls River between 1989 and 1999 have indicated the presence of metals that are at least partially attributable to the MMI property. Based on these results, a fishery, a CWA-protected water body, and 0.1 miles of wetland frontage have been impacted by this release. To date, actions taken to address the release to surface water include the removal of the tannery buildings and associated wastes, the landfilling of excavated waste hides, and the construction of a dike separating the lagoons on the ME parcel from the Salmon Falls River.
No residents or full-time workers are present on the MMI property. Access to the NH parcel is unrestricted from Water Street; natural barriers (i.e., Salmon Falls River, Millers Brook, and wetlands) restrict access on the remaining sides. Access to the ME parcel is restricted from the east and south by a chain-link fence with a locked gate; natural barriers (i.e., Salmon Falls River and wetlands) restrict access from the north and west. An estimated 338 and 3,616 people reside within 1-radial mile and 4-radial miles of the MMI property, respectively. The nearest residence is located approximately 60 feet north of the MMI property. The nearest school or day-care facility, Milton Mills Elementary School, is located 0.15 miles north of the MMI property. Approximately 2,070 acres of wetlands exist within 4-radial miles of the MMI property.
The MMI property is currently being further investigated as part of EPA’s Brownfields Program.
