Description
The Regis Tannery property is located on Old Manchester Road in Raymond, Rockingham County, New Hampshire. The 82-acre property is currently owned by the Rex Leather Finishing Corporation, and includes a concrete foundation (formerly a factory), two underground cinder-block settling tanks, three lagoons, and three backfilled disposal pits. The remainder of the property is occupied by undeveloped woodlands, wetlands, an access road, and the Boston & Maine Railroad right-of-way. The property is bordered to the southwest by a gravel pit; to the southeast by undeveloped land; to the east by Wight Street, Raymond Center, and a residential area; and to the north and northwest by residences, commercial properties, and Old Manchester Road.
Prior to 1953, the Faulkner Shoe company occupied a small portion of the property. In 1953, the property was purchased by the Regis Tanning Co., Inc., which operated until July 1972, when the building burned to the ground. At that time, the property was transferred as a trust to the Rex Leather Finishing Corporation. The property has been vacant since. Operations conducted at the tannery included the re-tanning, splitting, dyeing, and finishing of leather. Liquid wastes generated from these operations were discharged to the Lamprey River and adjacent wetland from 1953 to 1961. From 1961 to 1972, liquid wastes were piped via an underground asbestos pipe to three lagoons on the property. In the early 1970s, leather scraps were landfilled on the northern part of the property. Arsenic, chromium, lead, zinc, total organic halides, and phenols were detected in a soil sample collected in 1986. Analytical results of on-site source samples collected in 1990 by T. Ballestero, a contractor for the property owner, indicated the presence of numerous semivolatile organic compounds (SVOCs) and metals. U.S. Environmental Protection Agency (EPA) investigations conducted to date include a Preliminary Assessment (PA) in January 1988, a Screening Site Inspection (SSI) in March 1990, and a Site Inspection Prioritization (SIP) in August 1994.
Groundwater occurs in overburden at a depth of approximately 6 to 11 feet (ft) below ground surface, and groundwater flow is to the north. The estimated population served by public groundwater drinking water supply wells within 4-radial miles of the property is 4,039. The nearest public drinking water supply wells are located approximately 0.5 miles west of the property. The estimated population served by private groundwater drinking water supply wells within 4-radial miles of the property is 7,613. The nearest private drinking water supply wells are located approximately 4,000 ft to the northeast and south of waste areas on the property. Analytical results of groundwater samples collected from the property in 1986 and 1990 by the Town of Raymond and T. Ballestero, respectively, indicated the presence of arsenic, chromium, lead, zinc, and total organic halides, which are likely attributable to wastes disposed on the property. Impacts to nearby groundwater drinking water supply sources are suspected but have not been documented to date due to lack of appropriate reference samples.
Stormwater runoff from the property flows into the Lamprey River either directly or via intermittent streams from the on-site wetlands. The entire 15-mile downstream surface water pathway is comprised of the Lamprey River. There are no surface water drinking water intakes located along the 15-mile downstream pathway. Recreational fisheries, wetlands, and a Clean Water Act (CWA)-protected water body exist along the downstream pathway. Analytical results of surface water and sediment samples collected from the Lamprey River and its associated wetlands and the on site wetlands in 1993 indicated the presence of cyanide, chromium, iron, calcium, manganese, mercury, arsenic, barium, copper, sodium, nickel, thallium, vanadium, and zinc, diethyl phthalate, and polychlorinated biphenyls (PCBs). As a result, a CWA-protected water body, wetlands, and a fishery have been impacted.
No employees work on the property. Approximately 1,793 and 11,639 people reside within 1-radial mile and 4-radial miles of the property, respectively. The nearest residence and school are located within 100 ft east and 0.3 miles west, respectively, of the property. There are wetlands located on the property. Access to the property is unrestricted. Analytical results of surface soil samples collected from the property in 1990 by T. Ballestero indicated the presence of numerous SVOCs and metals, including barium, chromium, cadmium, mercury, and zinc. Based on site observations and conditions, proximity to nearby residential populations, and lack of property access restrictions, potential impacts to nearby residential populations are unknown.
The Regis Tannery property is currently an active site with the New Hampshire Department of Environmental Services (NHDES), and an investigation of contaminated groundwater, surface water, soils, and sludge is ongoing under their direct supervision.SAND Fact Sheet Last Updated on: 13 March 2001
