4/3/06 At 1520 hours Telephone Duty Officer AmyJean Lussier received a call from Sheila Kelly (HQ Regional Coordinator). Ms.Kelly was in the HQ EOC and saw a report of a fire in a plant on Canal Street in Stamford, CT.

OSC Lussier called CTDEP. Mark Lianno stated that his office had contacted Stamford Fire Dept. and that assistance was not needed. OSC Lussier offered EPA assistance if the situation warranted. OSC Lussier notified USCG Sector LI Sound, since Canal Street is in CG jurisdiction, and offered our assistance. OSC Lussier called CT EOC and received an update.

*it was a four alarm fire
*Stamford Hazmat team was on scene and determined that evacuations were not necessary
*the fire was in the Heyman Building, formerly known as the York and Towne Lock Company
*currently a multi-use building
*Stamford did not need DEP's assistance

At 1646 hours, the owner of the building reported the fire to the NRC (Incident Report #792861).

At 1830 hours, the CTDEP responder called EPA and requested our assistance with air monitoring and sampling, due to concerns about potential asbestos releases. Since EPA does respond to emergencies involving the release of hazardous substances occurring in the Coast Guard zone, OSC Pasquerella mobilized Response OSC Stanton to Stamford. OSC Pasquerella coordinated with the START contractor to send air monitoring equipment and personnel to the scene (3 START team members, AREA Raes, Date Rams and Gillian pumps were dispatched). According to CT DEP, the building owner had hired a demo contractor, an abatement contractor and a consultant.

On 4/3/06 at 2230, OSC Stanton arrived at the scene. There were 20 news stations present. The fire was still burning in several areas.
