Risdon Corporation's Cosmetic Container Division in Danbury, CT, produced lipstick tubes, perfume cases and caps. This former storage and disposal facility previously operated two unlined hazardous waste lagoons and an incinerator. The primary waste streams included plating wastes, metal hydroxide sludge, waste solvents, and petroleum distillates. The facility is no longer operating and the property was for sale. Investigation and remediation activities have been on-going at the Site since 1981 with the most recent activities being conducted in accordance with the RCRA Corrective Action program under EPA technical oversight in accordance with the requirements of the Stewardship Permit issued by CT DEEP in September 2009. Investigations completed to date include collection of numerous soil samples, installation of groundwater monitoring wells, 33 years of groundwater quality data (1981 to 2014) soil vapor surveys, indoor air sampling, and surface water and sediment sampling. For 23 years a combination of active groundwater and soil vapor remediation has been conducted. The Lagoon Area is the location of two former surface impoundments, which were located on the western portion of the facility and used for the dewatering of metal hydroxide process wastes from approximately 1956 to 1982. The impoundments were closed by sludge/soil excavation and off-site disposal in 1983. The property recently transferred and a CT DEEP Property Transfer form III was filed on April 2, 2014.

EPA and the CT DEEP are announcing their Completion Determination remedy proposal under the Hazardous and Solid Waste Amendments (HSWA) of the Resource Conservation and Recovery Act (RCRA). This proposal states that Corrective Action obligations at the former Risdon Corporation facility, located at 15 Old Newtown Road in Danbury, Connecticut, are “Complete with Controls.” Investigation activities conducted at the Facility demonstrate that releases of hazardous wastes or hazardous constituents do not pose a threat to human health or the environment for the proposed risk exposure and current and future land use assumptions. EPA’s and CT DEEP’s proposed Completion Determination is based on the results of investigation and remediation activities conducted by the Facility. EPA will be accepting comments on the proposal during the 45 day public comment period from August 7 to September 20.
