Site Description
Gallup's Quarry is a 29-acre abandoned gravel pit located in a rural area on Tarbox Road, 1 mile south of Plainfield's business district. In the 1970s, the site owner accepted chemical wastes without a permit. Drums and free liquids were dumped at the site, including wastes containing volatile organic compounds (VOCs) and heavy metals. Several of these contaminants were detected in on-site monitoring wells operated by the State from 1978 to 1981, and by the EPA in 1986. The area is rural and residential. Approximately 6,500 people rely on wells located within 3 miles of the site as their sole source of drinking water. A community well is located 4,000 feet away, and the nearest private well is located 1,160 feet from the site.
Threats and Contaminants
The groundwater is contaminated with VOCs and metals. VOCs, semi-VOCs and polychlorinated biphenyls (PCBs) have been found in on-site soil at concentrations which do not pose an unacceptable direct contact threat. Low concentrations of VOCs have been detected in Mill Brook, which is located approximately 500 feet downgradient of the site. Access to the site entrances is currently restricted, and signs have been posted. Local residents use site resources for recreational purposes.
Cleanup Approach
The site is being addressed in two stages: initial actions and a long-term remedial phase which will address contamination at the entire site.
Response Action Status
| Initial Action | In 1978, the site was evaluated by the Connecticut Department of Environmental Protection. The State environmental staff and the State Police supervised the removal of waste drums and contaminated soil. The owner agreed to reimburse the State for the removal activities at Gallup's Quarry and at another property that he owned. However, limited soil analyses conducted by the State in 1981 indicated that contaminants still remained at the site.

| Entire Site | Between 1994 and 1997 the potentially responsible parties investigated the nature and extent of contamination in the soil, groundwater, air, surface water, and sediments and identified potential cleanup alternatives for the site. The results of these studies are documented in the Remedial Investigation Report and Feasibility Study, dated June 1997, which are available for review at the site repository listed below. EPA developed an assessment of the potential risks posed by the contamination. In June of 1997, EPA proposed to the public its preferred alternative to address site contaminants. A final Record of Decision (ROD) for the site was signed on September 30, 1997. The remedy selected for the site includes natural attenuation of contaminants in soil and groundwater, institutional controls to limit the use of the site, posting signs and long-term monitoring of groundwater, soil and surface water until cleanup goals have been attained. Currently the groundwater, soil and river sediments are being monitored. Data is being utilized to assess the progress of natural attenuation at the site. Institutional controls to ensure the affected groundwater at the site will not be used for human water consumption have been completed at all but one parcel at the site. Finalization of institutional controls is expected to be complete in 2012.

| Five-Year Review | EPA completed the second five-year review for the site on September 28, 2007, and has determined that the remedy continues to be protective of human health and the environment. There is no current use of, or exposure to, site media containing contaminants in excess of the applicable State and Federal standards identified for the site. A third five-year review is scheduled for 2012.

| Enforcement Highlights | An EPA Administrative Order on Consent was signed with twenty-three parties potentially responsible for site contamination in September 1993, which required the parties to conduct the site investigation and to evaluate potential cleanup alternatives. In November 1999, 30 potentially responsible parties signed a Consent Decree with EPA to perform the cleanup action at the site. |
Environmental Progress
Removal of waste drums and contaminated soils in 1978 reduced the most serious and immediate risks of accidental exposure to contamination. The remedial response measures discussed above will further reduce the risks of exposure at the Gallup's Quarry site.
Current Site Status
The 1997 ROD included natural attenuation, institutional controls, and monitoring as the remedy of choice for the groundwater. A long term groundwater, soil and surface water sampling program began in 2001. This data is being collected to assess the progress of cleanup and to ensure that there are no unacceptable exposures to the public and the environment. Attainment of groundwater cleanup goals is expected to be attained in approximately 5 years. Institutional controls to prevent the use of contaminated groundwater during the cleanup period continue to be sought. The Gallup's Quarry property is currently industrially zoned and a green energy biomass facility is currently under construction and is expected to be complete in 2013.
