Description

BASF Corporation, Plainville, MA. The former Engelhard Corp.,was sold to BASF Corp. in 2007. EPA signed a 3008(h) consent order in 1993 to perform a RCRA Facility Investigation (RFI) and several stabilization measures. Engelhard engaged in various metal fabrication and metal finishing processes at the 39 acre industrially zoned site beginning in the late 1950's until 1993 when the plant closed. A smaller wire-making and warehousing business briefly operated at the site beginning in 1999. The wire-making and warehousing operations were subsequently sold to FSP, who as a tenant, continued to occupy a portion of the facility undertaking manufacturing activities initially, then primarily warehousing and storage activities since 2007. Beginning in 1993, Engelhard and now BASF, have conducted several phases of investigation and remedial activities at the site. Engelhard/BASF performed several interim measures including demolishing several buildings, installation and operation of a 55 gallon per minute groundwater pump and treat system, and excavation and off-site disposal of a former dry well and approximately 1700 tons of contaminated soils. BASF submitted a Revised DRAFT RCRA Facility Investigation Report and EPA issued comments on the RFI in 2013. Additional investigations are planned and a human health risk assessment is expected to be submitted to EPA in 2014. Plans to remediate contaminated soils at the southern end of the facility are on-going.
