Description
The site, which was located at the corner of Route 191 and East Ridge Road in Cooper, Maine, consisted of a 2,000 cubic yard pile of sand and salt on a one-acre lot that is owned by the Town of Cooper. In 1999, the Town of Cooper contracted with E & L Enterprises to provide 2,000 cubic yards of sand and 180 tons of salt. The mixture, to be used for sanding the roads, was placed on Site. In early January 2000, a town resident came to the Cooper Board of Selectman’s meeting and alleged that the soil was contaminated with polychlorinated biphenyls (PCBs) and had come from the Green Hill Quarry in Meddybemps. The Maine Department of Environmental Protection referred the site to the U.S. Environmental Protection Agency (EPA) for assistance. On July 25, 2000, EPA personnel conducted a Removal Program Preliminary Assessment/Site Investigation. The key finding was that the 2,000 cubic yard pile of sand and salt was contaminated with PCBs up to 140 parts per million.
Current Status
A short term cleanup (REMOVAL) at the site was started on 9/27/00 and completed on 11/17/00.
2,398 tons of PCB-contaminated soil was sent to CWM, Chemical Services, LLC, Model City, New York, to be landfilled; and nine 55-gallon drums of PCB-contaminated soil/water was sent to Jet-Line, Dover, New Hampshire, to be treated.
