The Arch facility is located at 350 Knotter Drive in the Cheshire Industrial Park in Cheshire, Connecticut (Figure 1). The facility is bordered on three sides by other industrial/commercial properties within the Cheshire Industrial Park and Knotter Drive and on the fourth side by the Ten Mile River.


The facility has been used by Arch/Olin since Olin acquired the facility in 1983. The facility was previously occupied by Siemens, a medical equipment manufacturing company, from its construction in 1975 to 1983. Prior to 1975, the facility and surrounding area was under agricultural use. Arch/Olin has used the facility as a research and development (R&D) laboratory facility throughout their occupation of the Site. R&D work conducted by Arch/Olin concentrated on swimming pool chemicals, surfactants, liquid toners, urethane compounds, and biocide compounds. Additional project-specific specialty chemicals (e.g., propellants for explosives) including hydroxyl ammonia nitrate (HAN), a liquid propellant, and hydrazine, a rocket fuel, were used in very small quantities in the R & D laboratory at the facility. Arch formerly operated an on-site hazardous waste storage area for greater than 90-day storage of hazardous wastes generated on-site. This storage area is no longer in use and its clean closure was approved by Connecticut Department of Energy and Environmental Protection (CT DEEP) in 2005. The facility is subject to Resource Conservation and Recovery Act (RCRA) Corrective Action and Connecticut Property Transfer Act requirements. The purpose of these requirements is to ensure that any releases of hazardous wastes or hazardous constituents have been investigated and remediated to levels protective of human health and the environment.

Arch/Olin has investigated all potential releases of hazardous waste and/or hazardous constituents from its facility. Results of the investigation show that levels of hazardous waste and/or hazardous constituents comply with the Connecticut Remediation Standard Regulations, Regulations of Connecticut State Agencies Sections 22a-133k-1 through 22a-133k-3.

The Connecticut Department of Energy and Environmental Protection (“DEEP”) is requesting public comment on a tentative determination at the facility that:

    all RCRA Corrective Action and Connecticut Property Transfer Act requirements have been met;
    no further remedial action is needed; and
    as the facility has ceased operating and clean closed its hazardous waste storage area for which a RCRA permit application was submitted, no permit is necessary and the permit application can be terminated.

DEEP invites all interested persons to express their views on this proposal and will consider all public comments provided before finalizing this tentative determination. DEEP will accept written comments on the proposal from July 7 to August 20, 2010.
