Description
On February 2011, the New Hampshire Department of Environmental Services (NHDES) requested assistance from the USEPA to conduct a Removal Action at a private property in Sunapee, NH. An investigation conducted by the NHDES revealed the presence of capacitors and soil containing PCBs, a pile of soil containing lead shot and lead, and various drums and containers that may contain hazardous substances.
Current Status
On April 23, 2011, the US EPA conducted a Preliminary Assessment/Site Investigation (PA/SI) to confirm the presence of hazardous substances and the need for a removal action. Activities included sampling the four areas of potential concern: 1) drums and containers; 2) capacitors and soil containing PCBs; 3) a soil pile containing lead; and 4) asbestos containing materials. The drums and containers were field screened, and one drum was found to contain elevated levels of volatile organic compounds (VOCs) and another contained an aqueous fluid with a pH of 14. The laboratory results indicated that the drum with elevated VOC readings contained 16,000 ppm of trichloroethylene, and the pH of the aqueous fluid was confirmed.
At the time of EPA’s investigation, the capacitor had been removed from the property by an unknown party. Soil samples collected from the location of the capacitor detected PCB concentrations up to 103,000 ppm.
The soil pile containing lead shot was sampled and analyzed for lead and copper. The results indicated that lead concentrations were as high as 92,000 ppm. The During the site visit, a small quantity of broken asbestos containing transite pieces were observed lying on the open ground.
