The nearly 41-acre Beede Site is located in a residential Plaistow, NH, neighborhood that is served entirely by private potable water supply wells. The facility operated from the 1920s through August 1994 as a waste oil storage and recycling facility. The Site is contaminated primarily with waste oil that seeped into the ground from a variety of sources, including a former unlined lagoon, underground storage tanks, above ground storage tanks, and numerous drums located throughout the property. The Site was added to the NPL in December 1996. The principal threats to human health and the environment are direct contact and ingestion of polychlorinated biphenyls (PCBs) and lead in shallow soil, ingestion of VOCs in the deep soil, and ingestion of VOCs in the groundwater. Low-level threats to human health are posed by exposure to PCBs and PAHs in a very limited area of Kelley Brook. Low-level threats to ecological receptors are posed by exposure to VOCs and PAHs in the surface waters of Kelley Brook.

Cleanup Approach

Following several initial response actions at the Site, the final cleanup will be addressed in one phase for groundwater and three sequential phases for soils (as described in the 2004 Record of Decision (ROD): groundwater management of migration - groundwater extraction and treatment began in November 2013; Phase 1 soils) thermally enhanced (steam) soil vapor extraction of deep soils within former lagoon area - treatment operations will occur April - November 2015; Phase 2 soils) thermally enhanced (steam) soil vapor extraction of deep soils within former above ground and underground tank area / including landfill and sediment excavation planned treatment April - November 2017; and Phase 3 soils) excavation and off-site disposal of the contaminated shallow soils. Completion of this final phase of the overall cleanup approach (i.e., shallow soil excavation) is presently planned to be completed by December 2018.

MOM Design Approved in September 2012

MOM Construction Started in December 2012

MOM Start of Operation Groundwater extraction and treatment operations started in November 2013.
The system is designed to reduce plume migration and improve groundwater quality. It employs seven extraction wells averaging approximately 130 gallons per minute. The extracted water is treated via microfiltration for metals (iron, manganese and arsenic) and for 1,4 dioxane and other VOCs through an advanced oxidation process, before being discharged to the groundwater via two rapid infiltration basins and five injection wells. These on-site discharge components help maintain the water balance in and near Kelley Brook. The system is overseen by a contractor with both on-site and remote monitoring and control capabilities. The building is heated primarily through the use of geothermal techniques.

As of February 2015, over 67 million gallons of contaminated groundwater have been extracted, treated and discharged into the rapid infiltration basins and/or injection wells.

Concentrations of contaminants in nearby monitoring wells will continue to be monitored for the quality of groundwater, as will surface water in nearby Kelley Brook. Monitoring of both the formerly impacted residential wells as well as those not impacted but in near proximity will continue.

Soil Cleanup and schedule: The remedy calls for cleanup of parcel 1 soils using thermal treatment as well as excavation/disposal. The soils will be addressed sequentially and in three Phases Thermal Treatment of Residual Materials using steam enhanced vacuum extraction:
Phase 1 (April 2015): within deeper soils of the former lagoon area
Phase 2 (~April 2017): within deeper soils of the former tank storage area

The combination of Phase 1 and Phase 2 activities will address approximately 70,000 yd3 of contaminated soil (greater than 10 ft below ground surface), by removing contaminants which could continue to leach into the groundwater above drinking water standards.

Excavation and Off-site Disposal of Contaminated Soils:

Phase 3 (~2017-2018): Excavation and off-site disposal of approximately 77,000 yd3 of the contaminated shallow soils (within the top 10 feet of ground surface) within the Parcel 1 property , including all remaining soil piles, landfill materials and contaminated sediments; followed by backfill with clean fill and site grading.

2015 Remedial Design/Remedial Action: Phase 1 Thermal treatment using Steam Enhanced Vacuum Extraction The Remedial Design for the first phase of thermal treatment using steam enhanced extraction (SEE) of residual oils found in soil at depth under the former lagoon area was approved by the EPA in February 2015. Construction for this treatment operation began in the spring of 2014 and will be completed in April of 2015. The treatment operations are planned to begin on or around April 24, 2015, and will continue until VOC levels in the deeper soils attain the required cleanup level and no longer represent a continuing source of contamination to groundwater, anticipated to require approximately 150 days of operation, consistent with the 2004 ROD.
As part of the SEE treatment system, steam will be injected into the subsurface at several depths to facilitate mobilization/migration of the residual oils into the groundwater and as vapors, with subsequent migration of these liquids and vapors towards multi-phase extraction wells. Based on the contaminant composition at the Site, it is expected that as much as 70-80% of the mass to be removed will be recovered in the liquid state, and the remaining 20-30% as vapors. The extracted contaminants will be collected for eventual disposal. The extracted water will be pre-treated near the SEE system and then pumped to the larger MOM system for final treatment. The vapor phase contaminants are collected and will be destroyed (reduced to carbon dioxide and water) in a gas-fired thermal oxidizer, before air and steam discharge to the atmosphere.

A portion of the water that is treated by the MOM system will be used to supply water for steam generation. A natural gas line was brought down Kelley Road to supply the energy to the SEE system for steam generation and the thermal oxidizer.

Community notes:
There is vehicular traffic during equipment delivery and construction, however there will be minimal vehicular traffic required during the operation of the treatment system.

Slats installed in the former Kelley Road entrance will limit visual impacts to neighbors, and a noise barrier will be installed near the equipment. Steam being released to the atmosphere from the stack of the thermal oxidizer, will be visible.

2017 Remedial Design/Remedial Action: Phase 2 Thermal treatment using Steam Enhanced Vacuum Extraction The Remedial Design for the Phase 2 Thermal activities will follow implementation of the Phase 1 Thermal treatment.

2017 Remedial Design/Remedial Action: Phase 3 Excavation and off-site Disposal The Remedial Design for the Phase 3 excavation and off-site disposal activities will follow implementation of the Phase 2 Thermal treatment.

The EPA issued a Record of Decision (ROD) for the Site in January 2004 and an ESD in 2012. The cleanup plan selected in the 2004 ROD calls for 1.) the excavation and off-site disposal of contaminated shallow soils, the on-site landfill and contaminated sediment from Kelley Brook, as well as numerous soil piles; 2) treatment of contaminated deep soils of parcel 1 using thermally (steam) enhanced soil vapor extraction technology; 3) contaminated groundwater extraction and on-site treatment and discharge; 4) land and groundwater use restrictions; and 5) long-term monitoring of groundwater, surface water and sediment. The 2012 ESD allowed for the installation of a water-line to supply drinking water to residential properties impacted by Site contaminants and which had been utilizing point-of-entry treatment systems.

The Performing Settling Defendants have been conducting pre-design and design activities since the 2008 Consent Decree was entered. A 30% Remedial Design Report for the entire remedy was submitted to the EPA in December 2010. A 100% Remedial Design Report for the MOM component (groundwater pump and treat) of the remedy was approved in September 2012. Off-site trucking of about 565 truck loads of contaminated soil started in late February 2013 to allow for construction of the MOM system with the new access road. Construction of the MOM component of the remedy started in December 2012 and operation of the system started in November 2013. Also in 2013, a waterline was constructed to the affected residential properties near the site in accordance with the 2012 ESD. The MOM system is expected to continue to operate until 2033, or beyond, (15 years of operation following removal of sources to reduce groundwater to drinking water standards). The three (3) remaining design phases for soils were planned to be submitted in sequence over several years. The Remedial Design for the Phase 1 of thermal treatment was approved in February 2015. Construction of this system started in June 2014 and the system is expected to begin the 150 days of thermal treatment operation on April 24, 2015. A public meeting for this system operation will be held on March 24, 2015 at 6:00 pm at the Plaistow Public Library. The remedial design for the second phase of the thermal treatment will follow the completion of the Phase 1 thermal operations. The Final remedial design for the Site soils will be submitted following the completion of the second phase of thermal operations.
