Description
The Jones & Laughlin Steel property is located at 1590 West Main Street in Windham, Windham County, Connecticut. The 29.3-acre property was formerly occupied by Jones & Laughlin Steel (Jones & Laughlin) and is currently occupied by Republic Engineered Steel (Republic Steel), a cold finished steel bar manufacturer. The property is identified on the Town of Windham Tax Assessor’s Map 10-1 as Blocks 1 and 7, Lots 8A and 9A. A single 88,875-square foot building on the property is used for offices, manufacturing, and storage. The property is bordered to the north by Brand Rex Cable Company and a residence; to the south by a wooded area and a lumber company; to the east by West Main Street; and to the west by wooded and wetland areas, Willimantic River, and the Windham Recycling Center. The Central Vermont Railroad right-of-way crosses the center of the property in a north-south direction.
Ownership and operational history at the property prior to 1956, are unknown. From 1956 to 1989, Jones & Laughlin manufactured cold finished steel bars at the property. Jones & Laughlin was bought in the mid 1970s by LTV Steel and continued to operate at the property until 1989. Between 1956 and 1970, acid wastewater and pickling rinsate from the manufacturing processes were reportedly discharged to a lagoon area at the property. From 1989 to the present, Republic Steel has operated a steel manufacturing facility at the property. Previous investigations at the property include a 1989 Preliminary Assessment (PA) and a 1993 Site Inspection (SI). During a 1992 site reconnaissance, stressed vegetation and stained soil were observed at the former location of a sulfuric acid storage tank.
The estimated population served by public groundwater wells within 4-radial miles of the property is 2,134. The nearest public drinking water supply well is located approximately 0.4 miles northwest of the property. The estimated population served by private groundwater wells within 4-radial miles of the property is 17,333. The nearest private drinking water supply wells are located approximately 0.45 miles north of the property. Groundwater occurs in overburden at a depth between 0 to 15 feet below ground surface (bgs) and groundwater flow is estimated to be west towards Willimantic River. No known groundwater samples have been collected at the property. As a result, no impacts to nearby groundwater drinking water supply sources are known or suspected.
Storm water runoff flows toward the western side of the property into wetland areas abutting Willimantic River. The 15-mile downstream surface water pathway includes Willimantic River east to its confluence with the Shetucket River, and continues in Shetucket River to the 15-mile terminus. There are no surface water intakes located along the 15-mile downstream surface water pathway. Approximately 2.6 miles of wetland frontage and no known Federal- or State-listed endangered or threatened species habitats occur along the 15-mile down stream pathway. No known surface water samples have been collected at the property. Sediment samples were collected in 1992 from the drainage route at the storm water and non-contact cooling water discharge point, and also at the former acid discharge area. Analytical results of these sediment samples indicated the presence of volatile organic compounds (VOCs), semivolatile organic compounds (SVOCs), and metals. Impacts to wetland sensitive environments at the property are suspected.
There are 50 full-time employees and no residents at the property. Approximately 1,622 people reside within 1-radial mile of the property. The nearest residence is located approximately 200 feet north of the property. There are no schools or day-care facilities located within 200 feet of the property. Access to the manufacturing facility area of the property is restricted by a locked chain link fence; however, access to the wooded area of the property is unrestricted. Analytical results of the soil samples collected from the property in 1992 indicated the presence of VOCs, SVOCs, pesticides, polychlorinated biphenyls (PCBs), and metals. However, based on site observations and conditions, no impacts to nearby residential population are known or suspected.
An estimated 25,781 people, an unknown number of wetlands, three State-listed endangered species habitats, one State-listed threatened species habitat, and five State-listed species of special concern habitats occur within 4-radial miles of the property. No laboratory quantitative air samples are known to have been collected from the property. Based on available data, no impacts to nearby populations or sensitive environments are known or suspected.
The last known actions at the property were the SI and subsequent U.S. Environmental Protection Agency (EPA) decision in 1993 that further site assessment activities are needed at the property.
