Description
The North Kingstown Landfill #2 property (property) is located on Oak Hill Road, North Kingstown, Washington County, Rhode Island. The 15-acre property is identified by the Town of North Kingstown Tax Assessor’s Office on Plats 87 and 90; however, the lot numbers are unknown. The property is currently owned by the Town of North Kingstown (North Kingstown) and contains a 5-acre former landfill. The remainder of the property is occupied by two fenced baseball fields, scattered debris piles, woodlands, wetlands, and an unnamed pond. The property is bordered to the north and west by wetlands; to the east by residences; and to the south by Secret Lake and Oak Hill Road.
Land use prior to 1940 is unknown. From 1940 to 1970, North Kingstown operated a landfill at the property and accepted an estimated 19,000 tons of household waste and demolition materials annually. North Kingstown is currently developing recreational facilities on the property, and a majority of landfilled materials have been covered with varying depths of sand and loam. Analytical analyses of subsurface soil samples collected in 1990 indicated the presence of one volatile organic compound (VOC), 17 semivolatile organic compounds (SVOCs), one polychlorinated biphenyl (PCB), and four metals, including lead. Previous investigations at the property to date include a Preliminary Action (PA) completed in 1987; a Site Inspection (SI) completed in 1990; and a Site Inspection Prioritization (SIP) completed in 1996.
Groundwater in the vicinity of the landfill occurs at a depth of approximately 3.4 to 15.2 feet (ft) below ground surface (bgs), and groundwater flow direction is south-southeast. The estimated population served by public and private drinking water supply wells located within 4-radial miles of the property is 28,640. The nearest public drinking water supply well is located 0.8 miles southwest of the property; the nearest private drinking water supply well is located approximately 1 mile west of the property. Reportedly, a slight groundwater mound exists below the landfill causing leachate from the property to flow to the north and northwest for short distances. The property is situated in the immediate vicinity of the Annaquatucket-Pettaquamsutt Sole Source Aquifer, which was designated by the U.S. Environmental Protection Agency (EPA) under the Safe Drinking Water Act. Analytical results of groundwater samples collected from on-site monitoring wells in 1978 indicated the presence of three metals. Analytical results of groundwater samples collected from three on-site monitoring wells in 1990 indicated the presence of two VOCs and one metal. Based on available data, potential impacts to nearby groundwater drinking water supply sources are unknown.
Surface water runoff from the property is expected to flow north into Belleville Pond, which discharges into Annaquatucket River. The Annaquatucket River drains into Narragansett Bay 2-miles east of the property. Sensitive environments located along the 15-mile surface water pathway include Clean Water Act (CWA)-protected water body, fisheries, and an unknown quantity of wetland frontage. Analytical results of sediment samples collected from Belleville Pond and nearby wetlands in 1990 indicated the presence of three VOCs, one SVOC, and four metals. Analytical results of surface water samples collected in 1990 indicated the presence of two SVOCs, three pesticides, and seven metals, including lead. Based on analytical results, a CWA-protected water body and a fishery appear to have been impacted.
There are no on-site employees. Approximately 1,904 people live within 1-radial mile of the property. The location of the nearest residence is unreported. There are no known schools or day-care facilities within 200 feet of the property. Wetlands are located west and north of the landfill. Access to the property is unrestricted. Analytical results of soil samples collected from the property in 1990 indicated the presence of seven VOCs, 15 SVOCs, one PCB, and two metals, including lead. Based on site observations and conditions, no impacts to nearby residential populations are known or suspected.
The estimated quantity of wetland acreage and residents located within 4-radial miles of the property is unreported. One habitat for state-listed threatened species is located within 2-radial miles of the property. No known laboratory qualitative air samples have been collected from the property. Based on the available data, no impacts to nearby residential populations or sensitive environments are known or suspected.
Current Status
The last known action at the property was the SIP completed in 1996. The property is currently undergoing evaluation by the Rhode Island Department of Environmental Management (RIDEM).
