Description: BioCycle and EPA data differ due to differences in their definitions of municipal solid waste (MSW). EPA's definition of MSW includes waste generated by households, businesses, and the nonmanufacturing component of industries. MSW is typically managed by the municipal government. EPA differentiates between combustion and landfilling in MSW in the United States: 2000 Facts and Figures (530-R-02-001). Not all combustion is waste-to-energy.
