Description: RCRA 3017 prohibits the export of hazardous waste without prior notification to EPA. Spent batteries sent to a foreign country for recycling are exempt from the export requirements if the batteries are uncracked. Notification and consent can cover a period of up to 12 months. A 60-day waiting period for approval to export applies only to the first shipment. Bilateral agreements can take priority over a written consent requirement.
