Description: EPA's vapor intrusion guidance recommends ways to account for background concentrations that set the floor for environmental indicator (EI) determinations. EI determinations may be based on site-specific modeling, without confirmatory sampling. EPA defers to OSHA where exposure is primarily occupational. Regions and states should not include sediment concerns when reviewing groundwater to surface water pathways in groundwater EI determinations, since sediment issues are addressed in the final remedy or approach. EIs are primarily designed to stabilize problems and are not final cleanup determinations. The implementing agency should work with facilities in conducting EI evaluations. EPA is addressing the need for additional EI training and is assigning Regional EI coordinators and support teams.
