| Description: | Used oil specification determinations can be made either by testing, using historical analytical results, other handler's testing results, or personal knowledge of the used oil source and composition. The frequency of used oil analysis depends on site-specific factors. Any action, mixing, or storage condition can affect the physical or chemical composition of the used oil requiring the marketer to reevaluate the used oil specifications (SEE ALSO: RPC# 11/27/1996-02). A handler making a used oil specification claim should keep documentation in the facility's records of any testing and sampling methods used, including the sampling frequency (SEE ALSO: 57 FR 41566, 41597; 9/10/92). |
