| Description: | State and local authorities are primarily responsible for the management of municipal solid waste (MSW). National laws do not allow EPA to establish federal recycling regulations. EPA publishes information, provides technical support, and develops voluntary programs to encourage recycling. Since materials collected for recycling are determined by existing markets, EPA helps to develop new markets and expand existing markets for recovered materials by working with states, local communities, businesses, trade associations, and consumers. |
