EPA and authorized states have authority to oversee Army’s Chemical Stockpile Disposal Program activities. Army’s current position is that incineration is best technology for destroying chemical agents in weapons. States involved with permitting chemical deminilitarization facilities conduct thorough reviews of Army plans to ensure protectiveness.
