The rulemakings listed below are in the Proposal Phase.  Some rules in this phase are open for public comment.  See a list of rules currently open for public comment.  Also, EPA sometimes chooses to terminate a rulemaking that was in the Proposal Phase  in which case the rulemaking will no longer appear on this page.  Go to the Withdrawn page to learn more about these rulemakings.

Withdrawn Rulemakings
Sometimes, EPA will choose to terminate a rulemaking. The Withdrawn page lists those rulemakings that have bee withdrawn in the past year.

See Rulemakings Open for Comment
Rulemakings remain in the Proposal Phase from the time the Notice of Proposed Rulemaking is published in the Federal Register until the Final Rule is published.  During a discreet portion of this time, a rule is usually open for comment.  See a list of those rules currently open for comment. From there, you can reach Regulations.gov, where you can comment electronically on the rule.
