2006 Web Content Management Plans

Note: EPA no longer updates this information, but it may be useful as a reference or resource.


(Approved April 26, 2006)

At the April 26, 2006 Web Council meeting, the following Web Content Action Plans were approved. Among these plans is the OPA Office of Web Communications (OWC) Web Content Plan, which was adopted as the Web Content Prioritiy Actions for 2006. The OWC plan is the over-arching agency-wide plan, while the office plans lay out how to accomplish these goals.

Office of Web Communications - Web Content Priorities

1 - Create a Comprehensive National Crisis Communications Plan
Working closely with the Crisis Communications & Disaster Recovery Workgroup, to develop a national flexible multi-tiered plan that addresses how EPA communicates to the public and its employees during a crisis.

2 - Develop and Prepare Web Standards for Integration in the Web Guide
Continue to work towards creating a comprehensive guide to all EPA Web standards, available to employees and contractors in a centralized database.

3 - Topical Re-Organizations
Work with program and regional offices to organize content along topical lines.

4 - Create a Process for Identifying Content to Translate into Spanish
Work with Lina Younes, and other federal agencies, to draft a plan for identifying key content for Spanish translation.

5 - Offer Newsroom Content Dynamically
Develop code to deliver newsroom content dynamically. Code will offer program and regional offices their five most recent newsroom postings and display it on their pages.

6 - Work with Offices to Implement New Template into HTML Pages
Begin updating HTML pages with the new template, based on a thoughtful schedule that addresses the ACSI implementation.

7- Offer Training Sessions to Build Capacity
Continue to offer training to EPA employees and contractors on how to effectively communicate, organize and present information on the EPA Web site. Working in conjunction with the redesign work group, the Office of Web Communications will expand its training schedule to include "How-to-use the new CSS".

Homepage Redesign - If you haven't already re-designed your homepage, when do you expect to? The OAR homepage should mirror the Agency homepage. Model template will be provided along with technical and content assistance from OEI and OPA. An OAR Web Workgroup is being formed to manage the redesign of the homepage.

Office of Administration and Resources Management Web Content Action Plan – 2006

Priority Actions – All items that require new content and new pages to existing sites.
OARM has chosen the Office of Administrative Services (OAS) as the primary office to focus on for priority actions. Projects that are coming down that pike that will require new content are:

  1. Greening EPA
  2. Hydrogen Fuel Cell Vehicles

Life-Cycle Management - What are your priority maintenance issues? Any "spring cleaning"?

  1. Ask each OARM office to thoroughly review the content that is currently in their content areas of the Internet. Offices should remove unnecessary content and update or remove outdated content. Offices should make note of content areas that are important to the office and could be improved. Each office will be provided with their Web Server Statistics to assist in this process.
  2. Homepage redesign. (See below)
    • On the Office of Human Resource’s (OHR) portion of the OARM web site the Student Summer Employment Opportunities and Student Opportunities (two different subjects), appear in two separate areas of the site. These content areas should either be combined or one of the titles should be changed. The titles for these two areas are too similar and it creates confusion for the user.

Homepage Redesign - If you haven't already re-designed your homepage, when do you expect to?

OARM will formulate a plan to redesign our homepage in conjunction with the implementation of the new templates. The office will work with their web master to achieve this by January 2007.

Office of Children's Health and Protection Web Priority Actions Plan - 2006

Priority Actions

  1. Spanish companion site (where possible and may include translation of only some pages initially). This will be an addition to existing site.
  2. Addition of “Hot Topics” Box and “Recent Additions” button on home page – completed April 2006.

Life-Cycle Management

  1. Currently our site undergoes “spring cleaning” monthly for broken links, etc. However, OCHP staff performs major content reviews every six months.

Homepage Re-Design

OCHP home page redesign has been completed and currently mirrors the Agency homepage. As part of the redesign, the graphics were minimized so that there is less white space on the homepage, and descriptive text was added to the homepage as requested by OPA.

OECA Web Content Management Plan – 2006

Priority Actions – Items requiring new content and new pages to existing sites

  1. “Report a Violation” Website Development ( Office of Planning, Policy Analysis & Communications and Administration & Resource Management Support Staff)
    • OECA will continue to coordinate and market the “Report a Violation” link to Regional offices for them to use the single “Report a Violation” interface at www.epa.gov/compliance/complaints. OECA will develop Web applications to facilitate movement of tips, to facilitate Regional tip handling business processes, and to support national statistical tracking and trend analysis.
  2. Highlighting of National Priority Results (Office of Planning, Policy Analysis & Communications)
    • OECA will develop more Web pages that explain and where appropriate display the results of our FY2005-07 National Priorities, specifically:
    • Revise the Petroleum Refineries Initiative page so that it conveys a National priority message and use it as a model for developing Web pages that report the compliance and enforcement results of the other National Priorities
    • OECA will improve consistency of OECA’s message about priorities across the Web site
    • Expand the Tribal area of the Web site to contain the information from the new sector notebook
    • Finalize the Financial Assurance Web page for the newest priority
  3. Development of Environmental Impact Statements Database (Office of Federal Activities)
    • The Office of Federal Activities will launch an online national database for information regarding all federal Environmental Impact Statements (EISs) and EPA comments on those EISs in Fall of 2006, making it a true national “portal” for information on environmental impacts of federal actions. This database will allow the public to search for information regarding Environmental Impact Statements that address federal actions proposed for areas where they live. In conjunction with that effort, OECA will work with OPA to achieve greater consistency in messages on regional Web pages that offer information about the National Environmental Policy Act.
  4. AFO-CAFO Site Development in Conjunction with OAR ( Office of Planning, Policy Analysis & Communications and Administration & Resource Management Support Staff)
    • OECA will develop a new site (similar in concept to the Hurricane Katrina site) to capture all information related to AFOs, and to provide access to information managed by OECA and OAR.

OECA redesigned its homepage in 2005, and plans to make minor changes in 2006. For example, OECA may add a message to the home page.

OECA’s life-cycle management goal is to improve pages providing “customer service.” To achieve this goal, OECA will r eview its Web site’s public messages for consistency and accuracy and improve our ability to find out what the public is looking for and what their experience was like on the OECA site. In 2005, OECA reviewed its “Top 40” Web pages for accuracy, clarity, organization, completeness, conciseness, duplication, grammar and spelling. OECA recently reviewed the statistics that determined our “Top 40” pages, and found that only three pages in the Top 40 were different. We will expand our maintenance program to include all pages that get feature treatment from our Home page, including:

Office of Environmental Information Web Content Action Plan - 2006

Priority Actions – Items requiring new content and new pages to existing sites

  1. Major redesign of the AA-level Office of Environmental Information Public Web site [http://www.epa.gov/oei]
  2. Announce release of the Cross-Media Electronic Reporting and Record-keeping Rule (CROMERRR) and significantly revising the existing Web site
  3. Creation of a new OEI marketing Web site to offer our services to other federal clients (will initially feature OTOP services)
  4. Major redesign of the TRI Web site http://www.epa.gov/tri/

Life-Cycle Management – Priority maintenance issues, including "spring cleaning" in 3-5 specified areas and putting your Office Web site “on a diet.” Name the site or issue and describe briefly the work planned.

  1. Total overhaul of the AA-level pages http://www.epa.gov/oei. Plan to delete outdated and unused information to reduce the size of the site.
  2. Create standard operating procedures within OEI to address posting and lifecycle maintenance of web content.
  3. Bring all current OEI Web site “owners and operators” together with the Office Web Content Coordinator and Infrastructure Coordinator to address technical and content issues.
  4. Create an up-to-date inventory of OEI “owned” Web sites and assess the currency of the information.

Homepage Redesign -- Each Office's homepage should mirror the Agency homepage but be specific to Office information. Model template will be provided along with technical and content assistance from OEI and OPA.

OEI has had initial consultations with OPA on the new design template and how it will apply to the redesign of the OEI Public Web site.

Cross-Agency Subject Reorganization – Nominate up to three cross-Agency subjects for reorganization and briefly explain reasoning. Note that your Office may be involved in reorganization efforts involving subjects other than those you suggest.

  1. PCB subject reorganization as a joint OEI and OPPTS project (similar to the Mercury “Portal” project)
  2. Lead subject reorganization

Office of International Affairs Web Content Action Plan - 2006

Priority Actions – All items which require new content and new pages to existing sites.

  1. OIA is in the process of redesigning its public access web site. The redesign will move us from an OIA-specific site to a new Agency-wide International Programs site, which should provide access to information on all of EPA’s international work.
  2. As part of the redesign, OIA will update all content currently on its International Affairs site.
  3. The pages on international air programs will be the first part of the new site ready for posting. We sent these pages to OPA for review of March 07, 2006 . We expect the next set of pages, on Environment & Trade, to be available for review in April.

Life-Cycle Management - What are your priority maintenance issues? Any "spring cleaning"?

Homepage Redesign - If you haven't already re-designed your homepage, when do you expect to?

We will switch to the new homepage as part of the move to the International Programs site.

We’re planning to redevelop the entire site.

New Template Updating Timeline - Based on the fact that the ASCI code will be included in the new template, please identify which areas of your site will be converted first.

We believe that the move to a new template will occur at approximately the same time that OIA is ready to convert the International Affairs site to the new International Programs site. Ideally, there would be no need to switch any of the International Affairs pages to the new template – we would simply replace the entire site with International Programs, where all of the pages will already use the new template prior to going live.

Office of Inspector General Web Content Action Plan – 2006

Priority Actions: Briefly describe action, relating (if applicable) to Agency/Office Strategic Plan. Indicate whether new site or significant addition to existing site.

  1. Redesign the OIG homepage.
  2. Institute a monthly meeting of the Office of Mission Systems (OMS) and the Office of Congressional and Public Liaison (OCPL) to review the top 20 downloaded OIG pages.
  3. Create and maintain a “reading room” page with a full list of OIG reports posted chronologically.
  4. Create and maintain a Katrina page to provide a repository for all Katrina-related OIG work.
  5. Redesign the OIG newsroom page.
  6. Work with the Office of Enforcement and Compliance Assurance to post links to each other’s violation/hotline reporting pages.
  7. Create and maintain a “management challenges” page to provide a chronological repository for all previously issued Key Management Challenges reports, which are currently posted on the Other Reports to Congress page.
  8. Create and maintain a “work in progress” page to provide a repository of notification memoranda.

Life-Cycle Management: Priority maintenance issues, including “spring cleaning” in 3-5 specified areas and putting your Office Web site “on a diet.” Name the site or issue and describe briefly the work planned.

  1. OMS and OCPL will continue to review existing Web pages as well as the top 20 downloaded OIG pages to make decisions on content to better support our customers.

Homepage Redesign: Each Office’s homepage should mirror the Agency homepage but be specific to Office information. Model template will be provided along with technical and content assistance from OEI and OPA.

OMS and OCPL have been working to redesign the OIG homepage to provide information in a way that is more helpful, informative, and easy to navigate. This effort will better align the OIG homepage with the EPA homepage navigation/outreach model.

Cross-Agency Subject Reorganization: Nominate up to three cross-Agency subjects for reorganization and briefly explain reasoning. Note that your Office may be involved in reorganization efforts involving subjects other than those you suggest.

The OIG doesn’t have any nominations to reorganize cross-Agency subjects.

Office of Prevention, Pesticides & Toxic Substances Web Content Action Plan - 2006  

Priority Actions – Items which require new content and new pages to existing sites.

  1. Mercury – Implement OPPT contribution to Agency portal page including release of mercury roadmap, mercury switch SNUR and voluntary switch program.
  2. Asbestos – Redesign and reorganization of Asbestos web site with emphasis on intra-Agency coordination and consolidation. Continue efforts begun by OPA and OPPTS in late 2005 on single Agency site. Issue asbestos gold book in late summer 2006.
  3. High Production Volume (HPV) Program – New High Production Volume Information System (HPVIS) site to provide test data to the public and others, and information on a HPV data use conference as well as continued revisions to HPV information as needed.
  4. PFOA – Significant PFOA web page modifications for PFOA Plenary in June, submittal of stewardship baseline in October, and possible TRI listing.
  5. Lead – Issue comment period extension of lead R+R rule and respond to ongoing interest in related activities.
  6. Meeting FQPA deadline – Issue decisions on reregistration and tolerances (residue levels) for pesticides as part of meeting the Food Quality Protection Act (FQPA) deadline in August, 2006.
  7. Reregistration - Reflect reregistration decisions on multiple pesticides such as alachlor, triazines, azinphos methyl, etc .
  8. Registration Review –Initiate a new program this fall under which EPA will review each registered pesticide approximately every 15 years
  9. Endangered Species – Provide easy public access to endangered species maps and bulletins through a new part of EPA’s web site and a database jointly developed with USGS.
  10. Strategic Agricultural Initiative (SAI) – New site to provide information, measurement tools, and results of OPPTS’ Strategic Agricultural Initiative (SAI) program.
  11. Biotechnology – Continue efforts to coordinate and consolidate the Agency’s biotechnology web pages into a single site.

Life-Cycle Management - What are your priority maintenance issues? Any "spring cleaning"?

  1. Streamlining OPPT web sites – Continue streamlining by identifying pages with low numbers of hits in anticipation of archiving and deleting some pages. Identify high-usage/high visibility sites to maintain currency. Implement regular content review procedures. Priority areas for review in 2006 will include:
    • Pollution Prevention (P2) – Initial Pollution Prevention (P2) priority action was completed in 2005. Continue efforts to increase visibility of the P2 programs by consolidating P2 information under http://www.epa.gov/p2 .
    • High Production Volume (HPV) Challenge Program – Refocus web pages around the release of HPVIS; review and reorganize the pages that explain the program.
    • PCBs – Significant activity in the PCB program calls for a new approach to communicating the agency’s varied PCB activities. OPPTS will undertake a comprehensive review and redesign its existing web pages to serve both the technical audience and the general public.
  2. Endocrine Disruptors – Update the web pages with new information on assay development, priority setting, and advisory committee meetings. Review existing pages and site for any potential streamlining; review comments received on site and error reports as part of a quarterly maintenance review.
  3. Endangered Species – Review and revise existing web pages along with addition of the new pages described above that provide public access to bulletins and maps useful to farmers and others in order to meet pesticide label requirements for protection of threatened and endangered species.

Homepage Redesign - If you haven't already re-designed your homepage, when do you expect to?

OPPTS and the Office of Pesticide Programs (OPP) have already revised their home pages consistent with the “look and feel” of the Agency homepage. In 2006, OPPTS will:

  1. Complete work on revamping the Office of Pollution Prevention & Toxics (OPPT) homepage; implementation expected by summer, 2006.
  2. Redesign the OPP homepage to include the “Quick Finder” and to align the news area more with the OPPTS and EPA home pages. Completion expected by August, 2006.
  3. Begin to redesign the Office of Science Coordination & Policy (OSCP) homepage.

  1. Endangered Species – Update the Endangered species pages and add new material as described above under “Priority Actions’ and “Life-Cycle Management”.
  2. Biopesticides – Review and revise the Biopesticides pages to insure accuracy, consistency and currency.
  3. Asbestos – Along with the review and consolidation of asbestos information on the Agency’s web (described above under “Priority Actions”), OPPTS will revise the Asbestos homepage, general information and “Asbestos in Your Home” pages, plus the “National Directory of AHERA Accredited Courses”.
  4. Lead – Begin a review and revision of OPPTS’ lead site. Update the lead program homepage and “Basic Information” page, plus pages on “Protect Your Family from Lead in Your Home,” “Lead Paint Safety” and “Reducing Lead Hazards When Remodeling Your Home”.
  5. PCBs – Update the PCB pages as part of the review and redesign of the PCB web site described above under “Life-Cycle Management”.
  6. Green Chemistry homepage and Green Chemistry Awards– Revise the Green Chemistry homepage and the information on Green Chemistry awards, including providing information on winning projects that is easily understood by the general public.
  7. PFOA homepage – Continue to modify the PFOA homepage as actions (e.g., stewardship results, SNUR) are completed and as requested by OPA.
  8. P2 homepage – Continuously update P2 homepage as new programs/material become available (e.g., Environmentally Preferable Purchasing Guides, Green Construction Guide).
  9. FIFRA Scientific Advisory Panel (SAP) – Update the SAP pages especially the newer ones for meeting announcements and summaries. These pages will be updated as new information is available and will undergo a quarterly maintenance review.
  10. OPP Fact Sheets & Consumer Information – Review and update the Fact Sheet page and the pages accessed most by the general public/consumers.

Office of Solid Waste and Emergency Response Content Action Plan – 2006  

Priority Actions:

  1. OEM is planning a comprehensive redesigning of their Web site , including the OEM home page.
  2. Superfund is in the process of redesigning its Web site to reflect the outcome of recently conducted usability studies. This redesign focuses primarily on high-level pages.
  3. OSW will develop a Reusing and Recycling Industrial Materials (Beneficial Use) Web site , which will include coal combustion products, C&D debris, foundry sands, cement kiln dust, and furnace slags.
  4. OSW will develop an “Organic Materials” Web site that will include composting, food waste, wood waste, and yard trimmings.
  5. OSW is considering developing an online Recycling on the Go “toolkit”, which will serve as a companion to the Recycling on the Go program. This toolkit will provide information for people interested in organizing a recycling program at a public event.
  6. FFRRO is developing a page called the Federal Agency Hazardous Waste Compliance Docket Web Page . This page is intended to serve as an information source for EPA Regional Docket Coordinators, other Federal agency Docket Coordinators, and the States.
  7. FFRRO is creating a Web-based system through which Federal agencies can submit data online that could previously only be submitted manually. This will reduce the number of steps in the submission and review process, thus saving labor hours for both the Federal agencies and EPA.
  8. OUST plans to begin posting draft and final grant guidelines for states about implementing the UST provisions of the Energy Policy Act. The grant guidelines will provide states with information about changes to their UST programs which will be part of their grant conditions. OUST believes using its web site to share the draft grant guidelines with partners for input is an efficient mechanism in reaching interested and affected stakeholders. Additionally, posting the final guidelines is an effective way of providing UST partners with final requirements.

Life-Cycle Management – OSWER intends to undergo a comprehensive spring-cleaning to weed out duplicative pages and pages with inaccurate or out-of-date information. All OSWER Web pages will be included in this spring cleaning, which we plan to execute over the next several months.

Homepage Redesign – OSWER has successfully redesigned its home page.

Office of Water Web Content Action Plan - 2006

Priority Actions – Briefly describe action, relating (if applicable) to Agency/Office Strategic Plan. Indicate whether new site or significant addition to existing site.

Life-Cycle Management – Priority maintenance issues, including"spring cleaning" in 3-5 specified areas and putting your Office Web site “on a diet.” Name the site or issue and describe briefly the work planned.

  1. As part of our deployment of a new Web Information Architecture, OW will:
    • Make an inventory of current content
    • Identify and remove outdated, orphaned and/or redundant content
    • Organize content by topic and utilize the developing OW and Agency taxonomies

Homepage Redesign -- Each Office's homepage should mirror the Agency homepage but be specific to Office information.Model template will be provided along with technical and content assistance from OEI and OPA.

OW will be redesigning its Internet pages with the forthcoming Agency template, and in accordance with EPA standards.

Cross-Agency Subject Reorganization – Nominate up to three cross-Agency subjects for reorganization and briefly explain reasoning. Note that your Officemay be involved in reorganization efforts involving subjects other than those you suggest.

One of the outcomes of the development of OW’s topical Web Information Architecture will be the identification of content/topic overlap between Program Offices. In these cases, OW will create a Web portal to all of the relevant content from each contributing Program Office. Where content areas extend to other Offices in the Agency, OW will contribute its content to the Agency portal. It will be crucial to identify and delineate the primary sources of topical and sub-topical information in these portals. Some readily identifiable cross-Office topics are:
