Web and Information Technology Policies and Orders

Web Governance and Management (PDF) (4 pp, 340K) (CIO Policy 2191.0, 09/07/06) This policy requires EPA to operate and maintain a public access web site in order to convey information about EPA’s mission and programs with the public.

Web Governance and Management Policy superseded the following four EPA Orders on September 7, 2006. These Orders are no longer Agency policy and were replaced by new procedures approved by the Web Council, located at Procedures, Standards, and Guidance.

Access to Current and Outdated Information on EPA’s Web Site (PDF) (12 pp, 71K) (EPA Order 2190.8, 12/06/2004) This document establishes EPA’s policy for keeping information on the EPA public access Web site current, and providing access to useful information that is no longer current but is still valuable to the public as reference and/or background material.

Accessible Electronic and Information Technology (PDF) (6 pp, 116K) (CIO Policy 2100.1) This policy covers Section 508 and establishes EPA’s requirements to make all electronic and information technology including its web site and other multimedia (CDs, videos, etc.) accessible to all people, including EPA employees and members of the public with disabilities, in accordance with federal law.

Children's Privacy and Children's Copyright Issues (PDF) Entering Intranet (5 pp, 67K) (CIO Policy 2182.0, 10/25/2007) This order establishes the policy for protecting the privacy of children on EPA’s Public Access Web site. It concerns the collection, both online and offline, of information from children under the age of 13, the display of personally identifying information about children on the Web site, and copyright issues related to children’s products submitted to EPA.

Posting Copyrighted Works on EPA Web Site (PDF) Entering Intranet (4 pp, 64K) (CIO Policy 2181.0) This "Copyright Policy" establishes the policy on identifying the copyright status and the appropriate use of works (including text, sound, graphics, photographs, video, software, etc.) that might be placed on the EPA Web site and the EPA Intranet, including Web sites EPA cosponsors or co-owns in partnerships.

Information Access Policy (PDF) Entering Intranet (7 pp, 135K) (CIO Policy 2171.0, 01/24/2008). This policy establishes the principles governing access to and dissemination of information products created, collected, maintained, and managed by EPA in order to provide the public and EPA staff with access to information.

Privacy Policy (CIO Policy 2151.0, 09/27/2007) This page provides links to EPA’s policy, manual and procedures for protecting the privacy of individuals.

Memoranda

Typically a memorandum is issued by management officials and may required action or call EPA employee's attention to a new policy, a set of procedures, or information that may be of interest. Frequently the subject of a memo is embodied in a policy, order, procedure, standard, or contains additional guidance. Most often, you will find the memoranda that accompanies a policy, order, etc. in the "Authority", "Related Documents", or "See Also" sections of those documents.

Historical Memoranda and Expired Policies

Older memorandum and expired policies can provide background and reference of how current policies and procedures were developed or codified. These historical memoranda and expired policies are useful for reference.

Definitions

Policy or Order: (REQUIRED) A high-level statement about an Agency requirement designed to influence and determine decisions, actions, and other matters. It is usually driven by statute, Executive Order, the mandate of an oversight agency or Congress, or the head of the organization. * Note: OEI issues “Policy” which covers information management and information technology and OARM issues “Orders” which cover many areas.

Procedure: (REQUIRED) The required steps, courses of action, or processes needed to accomplish or satisfy a policy.

Standard: (REQUIRED) An accepted specification which defines systems, processes, methodologies, or practices. It provides a basis for assuring consistent and acceptable minimum levels of quality, performance, safety and reliability.

Guidance: (NOT REQUIRED) A non-mandatory compilation of advice, examples, best practices or past experience. Guidance supplements procedures.

Memoranda: Typically a memorandum is issued by management officials and may or may not constitute a required action. Frequently the subject of a memo is embodied in a policy, order, procedure, standard, or contains additional guidance.
