picture of book and judges gavelTitle VI of the Civil Rights Act of 1964, as amended (Title VI), is a federal law that prohibits discrimination on the basis of race, color, or national origin in all programs or activities receiving federal financial assistance. 42 U.S.C 2000d.
Title VI is not applicable to EPA action because the statute excludes Federal agencies from its definition of programs or activities. EPA, however, prohibits discrimination in all its own programs and activities.
