The policy descriptions in the state actions matrix are either directly excerpted or paraphrased from individual state action plans. These descriptions do not necessarily represent EPA opinion or policy, and should not be interpreted as such. For example, any mention that a state “should” adopt a certain policy represents the state recommendation as contained in the state action plan, and does not represent EPA’s views. In addition, in cases where the state action plan was published several years ago, the recommendations in the action plans may no longer represent state policy.

Using this Matrix:
- Policies are classified according to the following hierarchy, from most general to most specific: sector, category, and policy.
- Starting at the highest level – the “State Action Plans Recommendations Matrix" – clicking on the header row (e.g., “Transportation”) will bring you to another matrix that further organizes the policies in that sector into categories (e.g., Alternative Fuel Vehicles, Pricing Strategies, and Public Transportation). Clicking on the header row at the top of the Category matrix (e.g., Alternative Fuel Vehicles) will bring you to a final matrix that further identifies specific policies (e.g., Fleet Requirements).
- Clicking on a state name will load a page with all policies in that state for that sector or category. On the Sector matrix, clicking on a state name will also include a brief summary of the state action plan and a link to an electronic version (if available).
- Green numbered circles indicate the number of policies that each state recommends for that specific category or policy. Clicking on those circles will lead you to specific state policies.
