This comment is on a 1969 paper with the same title by J.M. Buchanan. The author of the comment believes that there are several important considerations that weaken Buchanan's claim and the the question of welfare gain or loss for monopoly in the presence of a corrective tax is a question which can be answered only through empirical analysis and not a priori on theoretical grounds. He analyzes ten US industries which are major polluters and finds a high likelihood of welfare gain when corrective taxes sufficient to bring them into compliance with existing federal air and water pollution standards are levied on their effluents.
