Keywords Participating Organizations Report Details Summary This report briefly examines existing information on the collection and disposal of used automotive and industrial oils and on the potential health risks of improper disposal of such oils. Provisions of federal law governing disposal of used oils are analyzed. This history of federal taxation of lubricating oils is recounted, as is that o federal requirements for labeling products made from used oils. State laws regulating used oil disposal and reprocessed oil laveling are analyzed and the laws of several other industrialized nations governing used oil collection and disposal are described . The elements of a comprehensive program for for regulating used oil collection and disposal and alternative means for implementing and funding such a program are discussed.
