Summary
The objectives of this report are to provide a conceptual overview of the distributive impacts of economic instruments , summarize the available evidence in the United States and Europe, discuss policy choices to deal with distributive effects, and provide a set of guidelines for the inclusion of distributive impacts in the analyses that are done on specific policy proposals.
