Summary
This project was initiated at the request of EPA Region I to provide assistance in the enforcement of RCRA subtitle C regulations. It had two objectives:

• Develop a method of identifying industrial facilities or groups of facilities that might not be reporting their generation of hazardous waste, and
• Apply the non-reporter identification methods to a test case in Region I.
