A study of 12 selected water utilities to determine the economics of water delivery. Data were collected from at least one large water utility in each EPA's 10 regions. Volume I (178 pages) provides summary information and in-depth analyses of five of the 12 utilities studied. It also included an evaluation of the hypothetical impact of the Safe Drinking Water Act in 1980. Volume II ( 308 pages) contains the basic data from each of the 12 utilities studied.
