This report was commissioned to develop quantitative, monetized estimates of the benefits of a proposed rule to limit emissions of nitrogen oxides from power plants. The report develops damage functions that relate changes in various measures of air quality to changes in physical effects (e.g., number of days of respiratory symptoms) and benefits of air quality changes in physical effects (e.g., number of days of respiratory symptoms) and benefits measures in dollar terms. It hen combines those damage functions with the results of air quality modeling to estimate the benefits of the Proposed Rule.
