The purpose of this paper is to describe the U.S. Environmental Protection Agency’s (EPA) current practice regarding the monetary valuation of human mortality risks in cost-benefit analyses of environmental programs, and to assess whether and how current practice might be improved in light of recent theoretical and empirical economics literature. Prepared as a background literature survey, this "white paper" played an important role in preparing related portions of the Guidelines for Preparing Economic Analyses for the Environmental Protection Agency. As such, it contains more detail and more in-depth analyses of the major issues than do the Guidelines.
