Summarizes more detailed report of the same name by the Administrator of the Environmental Protection Agency to the Congress of the United States. Presents data on environmental pollution control costs during the period 1972--1987, projects these costs for each subsequent year to the year 2000 under a number of assumptions, and breaks them down in a variety of ways. These ways include differentiating among capital, operating, and annualized costs, as well as the medium where the pollution is controlled, the economic sector (e.g., public, private) from which the control is funded, and whether the costs result from new or existing regulations.
