Summarizes more detailed report of the same name by the Administrator of the Environmental Protection Agency to the Congress of the United States. Presents data on environmental pollution control costs during the period 1972--1987, projects these costs for each subsequent year to the year 2000 under a number of assumptions, and breaks them down in a variety of ways.
