This report serves 2 purposes:
  1. An update of a 1987 report entitled EPA's Use of Benefit-Cost Analysis 1981-1986, which updates a number of sections, adds summaries of some more recent Economic Analyses, and reviews other reviews of EPA Economic Analyses. Readers interested in this aspect will probably find the table of contents a convenient way to view the organization of the report.
  2. An introduction, survey, and overview of EPA's Regulatory Economic Analyses Inventory (REAI) database, which contains over 2,200 documents, some 400 of which are classified as Regulatory Impact Analyses (RIAs) or more recently as Economic Analyses (EAs), as well as many related reports and information. Most of these documents were prepared by EPA program offices in response to the analytic requirements of executive orders 12866 and 12291, which require information on the costs and benefits of proposed major federal initiatives to protect health, safety and the environment. Readers interested in an introduction to the REAI database will probably find the media listing of this report (this view closely approximates the topics shown in the Assessment Topic listing of REAI).
The report was prepared under a cooperative agreement between the Environmental Law Institute and the U.S. Environmental Protection Agency and funded by the EPA Office of Policy. The views expressed herein are those of the authors and do not necessarily represent the views of the USEPA.
