Superfund Site Administrative Records
An administrative record file is a collection of documents which form the basis for an agency's decision, in this case the selection of a response action at a Superfund site. This does not mean that only documents which support a response decision are placed in the administrative record. Relevant documents that were relied upon in selecting the response action, as well as relevant documents that were considered but ultimately rejected, are included. The administrative record also acts as a vehicle for public participation in selecting a response action.
Administrative record files may be added to as relevant documents are generated or received by the EPA. The administrative record is not complete until it contains a decision document (e.g., Record of Decision (ROD) or Action Memorandum). At a given Superfund site there may be several removal actions, and/or remedial actions known as operable units (e.g., Soils Operable Unit, Groundwater Operable Unit.) For every removal action or operable unit, a separate administrative record is compiled.
How Are Administrative Records Organized in Region 9?
In Region 9, administrative records are organized chronologically by document date, with undated documents listed at the beginning. The index serves as an overview of the history of the response action at the site and plays a key role in document location and retrieval.
For remedial sites, the administrative record file is typically compiled and first made available to the public during the remedial investigation/feasibility study (RI/FS) activity phase. The file is added to as relevant documents are generated or received by the EPA. The file is not complete until the decision document (e.g., Record of Decision) is added. Occasionally, a ROD Amendment or Explanation of Significant Differences (ESD) is added following the Record of Decision.

If the Online Administrative Record Indices is listed at this website, request documents by AR number. The Circulation Department can also send via email (or on diskette) free of charge administrative record indexes not yet available at this website.
If the Region 9 Superfund Administrative Records shows the collection is available on microfilm, copies of a single roll or the complete collection may be requested. It is also possible to request paper "blowbacks" from microfilm. Microfilm is sent to a local service bureau and the requester is contacted for billing and shipping arrangements before the work is performed.
It is also possible for requesters to bring duplication or scanning equipment into the Records Center. First, contact the Circulation Department to be sure that the records are available and to reserve space in the viewing room, then contact:
