The documents contained in this administrative record (AR) were used by the U.S. Environmental Protection Agency (EPA) in identifying appropriate remedial activities for the Record of Decision (ROD) signed by EPA on September 30, 1997. This ROD addresses sources in the Slickrock Creek watershed at the Iron Mountain Mine Superfund site near Redding, California. The original AR compilation and its first three supplements were referred to as “Spring Creek Debris Dam Operable Unit”, because the documents supported EPA’s 1994 Proposed Plan to enlarge the Spring Creek Debris Dam. For administrative convenience, Supplements 4-8 continued to be identified as “Spring Creek Debris Dam Operable Unit” even though the Proposed Plan for May 1996 did not propose enlargement or modification of the dam. With this final supplement and the signing of ROD4, however, the administrative record has finally adopted its current, more accurate title. Key documents in this administrative record include the 1994 Proposed Plan (AR #355), the 1996 Proposed Plan (AR #1424), EPA’s response to comments (AR #2396 - #2400) and the ROD (AR #2395).
Eight previous administrative records are included by reference in this September 1997 Record of Decision administrative record: the October 1986 Record of Decision AR, the 1988 Removal AR, the Administrative Order 89-18 AR, the Administrative Order 91-07 AR, the Boulder Creek Operable Unit, September 1992 Record of Decision AR, the Unilateral Administrative Order 92-96 AR, the Old/#8 Mine Seep OU AR, and the Flat Creek Bridge Removal Action AR.

The administrative record file was added to as documents became available. The file was updated in nine supplements and contains 2400 documents (not including documents incorporated by reference). The cumulative index lists the documents in ascending chronological order.

The list of U.S. Environmental Protection Agency guidance documents which were considered or relied upon in the selection of the remedy are documents AR #28, #1281 and #1677. Copies of the guidance documents are contained in the Compendium of CERCLA Response Selection Guidance Documents located in the Region 9 Superfund Records Center.
