Background

Joint Base Lewis-McChord (JBLM) owns and operates a municipal separate storm sewer system (MS4) within the portion of the military installation located within Pierce and Thurston Counties. Storm water runoff from the MS4 discharges to Clover Creek, Murray Creek, American Lake and other nearby water bodies.

Tentative Determination

The Region 10 Office of the EPA has tentatively determined to modify the MS4 discharge permit issued to the above listed permittee.


State Certification

This announcement also serves as notice that the State of Washington, Department of Ecology intends to consider issuing Clean Water Act (CWA) Section 401 Certification that the modified permit will comply with the applicable Washington Water Quality Standards. The NPDES permit will not be issued until the certification requirements of CWA Section 401 have been met.


Opportunity for Public Hearing

Persons wishing to request that a public hearing be held must submit a written request via email to the EPA address listed below no later than August 26, 2014. A request for a public hearing should identify the issues to be raised, as well as the requester's name, address and telephone number.


Public Comments due September 8

Persons wanting to comment on the proposed permit modification may do so in writing no later than the public notice expiration date of September 8, 2014. All comments should include the name, address and telephone number of the commenter, as well as a concise statement of the exact basis of any comment and relevant facts upon which it is based. All written comments should be submitted to:

After the close of the public comment period, the Director of the Office of Water and Watersheds, EPA Region 10, will make a final determination with respect to issuance of the modified permit.
