In addition to addressing direct discharges of pollutants to water, the Clean Water Act established the National Pretreatment Program to address indirect discharges, meaning discharges from industrial and commercial sources to publicly owned treatment works (POTWs). The National Pretreatment Program requires industrial and commercial dischargers to obtain permits or other control mechanisms to discharge wastewater to a POTW. For more information, see the national pretreatment page.
