Storm Water - Phase I MS4 Permits Issued by EPA Region 10

Municipal storm water permits are also issued by WA Department of Ecology , OR Department of Environmental Quality or other state storm water programs.

Background
Based on the population served, Municipal Separate Storm Sewer Systems (MS4s) operated and maintained by cities, counties, states, or the federal government must have an NPDES permit to discharge storm runoff to waters of the United States. These permits require jurisdiction-wide Storm Water Management Programs to reduce pollutants in urban runoff.

EPA's "Phase I" storm water rules require permits for discharges from "medium" and/or "large" MS4s (broadly defined as communities serving populations of 100,000 people or more, based on the 1990 Census). In most states, NPDES permitting authorities issue individual NPDES permits to Phase I municipalities.


EPA's "Phase II" storm water requirements require smaller MS4s serving urbanized areas defined by the Year 2000 Census to obtain permits as well.
