EPA is providing two opportunities for public inspection and access to the administrative record for this proposed rule. The first is the E-Docket (http://www.epa.gov/edocket/).
Hard copies of the administrative record for this proposed rule are available for public inspection at EPA Region 10 Oregon Operations Office, 811 S.W. Sixth Avenue, 3rd Floor, Portland, Oregon 97204. Please call Tom Townsend at (503) 326-3250 for an appointment to review the record. The following procedures apply for this administrative docket:
- The docket is open from 8 am - 4 pm, however it is recommended that you make an appointment to ensure access to documents.
- There is security in 811 S.W. Sixth Avenue Building. You must check into the building on the 7th floor with the Oregon Department of Environmental Quality. You will be given a ID badge, however, the EPA office on the 3rd floor is secure and you will then have to knock on the door to be admitted. You will need the ID badge to use the elevator to get to the 3rd floor.
- Each person using the docket must sign in and sign out of the EPA office.
EPA is providing a 30-day comment period which closes on November 9. To submit comments, please send them by mail or hand delivery/courier to Valerie Badon, ORC-158, U.S. EPA Region 10, 1200 Sixth Avenue, Seattle, Washington 98101 or by electronic mail (e-mail) to email@example.com and to the attention of Docket ID No. OW-2003-0068.
Comments may also be sent by electronic mail (e-mail) to OW-Docket@epa.gov Attention Docket ID No. OW-2003-0068. In contrast to EPA’s electronic public docket, EPA’s e-mail system is not an “anonymous access” system. If you send an e-mail comment directly to the docket without going through EPA’s electronic public docket, EPA’s e-mail system automatically captures your e-mail address. E-mail addresses that are automatically captured by EPA’s e-mail system are included as part of the comment that is placed in the official public docket, and made available in EPA’s electronic public docket.
- All bags and briefcases will be checked upon entrance to the EPA office. No documents will be permitted to be removed from the EPA office. A reasonable amount of copying will be allowed as long as it does not interfere with EPA business since there is only one copy machine in the office.
